Background

The Comprehensive Disaster Risk Management Programme (CDRMP) has been formulated as part of the Strategic Partnership Framework singed between the BCPR and UNDP, in accordance with the Nepal Risk Reduction Consortium. The programme aims to strengthen the institutional and legislative aspects of DRM in Nepal, by building the capacities of Ministry of Home Affairs, other ministries, and local governments. The CDRMP will also establish strategic linkages between DRM and development sectors. The programme’s intervention in the area of climate risk management, community-based disaster risk management, and emergency preparedness and response will strengthen the overall system of disaster risk management in Nepal. It will integrate gender equality and women empowerment as well as social inclusion issues for sustainable DRM. A knowledge management strategy will support all the programme interventions. In course of implementing the programme, UNDP would build partnerships with the government, NGO’s international agencies, and academic institutions and expand the institutional and knowledge base of disaster risk management in Nepal.

Duties and Responsibilities

Under the direct supervision of the CDRM Programme Manager (PM), the incumbent will ensure that Gender and Social Inclusion issues are analyzed, considered and addressed during baseline establishment, planning, implementation and monitoring and evaluation of the programme activities. S/He will be held accountable for integrating of gender equality and women empowerment as well as social inclusion issues into the CDRMP for sustainable DRM. The detailed scope of work includes:

Promote gender equality and social inclusion as guiding principles in baseline establishment, planning, implementation, M & E of various components of the CDRMP. (50 %)
  • Ensure support of CDRMP to women’s crisis prevention institutions, groups and networks through strengthened partnership of the CDRMP with these institutions and agencies;
  • Ensure analyzing and addressing unique vulnerabilities and needs of women ( and of other marginalized and socially marginalized groups) in disaster risk and post disaster assessments;
  • Promote UNDP/BCPR 8-point agenda for gender inclusion in CDRMAP works;
  • Ensure that women are given equal opportunities in all service lines, outputs of the CDRMP including access to grants, knowledge and trainings for DRM at national district and local levels;
  • Ensure that the CDRMP services and activities for DRR specifically target women and women’s experience and knowledge are valued and incorporated in any CDRMP- plans, policies, activities and outputs;
  • Ensure active participation of women and socially marginal and dispossessed groups in planning, implementation, monitoring and evaluation of various components of the CDRMP;
  • Promote gender equality in CDRMP by encouraging the participation of women in the exercises and nomination of female staff from the key institutions at national and local levels in various CDRMP supported training programmes;
  • Ensure that the CDRMP will take into account differential vulnerability of women to climate related hazards and devise strategies to reduce the impact of these hazards on women’
  • Work with the CDRMP team to ensure that women’s self-help groups, cooperatives, campaigners, volunteers and field workers are empowered to support CDRMP initiatives for disaster risk reduction at all levels in Nepal.
 
B.    Ensure that communication strategy of the CDRMP is in place and public information products are produced and
       disseminated in an efficient and effective manner. (50%)
  • Develop CDRMP communication strategy and periodic action plans in consultation with UNDP communication team and ensure implementation by the entire programme team;
  • Develop CDRMP website and keep it updated;
  • Design, develop, conduct pre-testing and evaluation of communication materials;
  • Follow up on the production of communication materials and oversee the qualitative aspects of production, (e.g. quality control, review of layout and graphic design);
  • Develop print and electronic public information materials which disseminated accurately the appropriate programme messages and advise on possible negative fall outs;
  • Monitor effectiveness of various communication and sensitization activities and update the strategy accordingly;
  • Ensure proper documentation of activities undertaken, as well as compile articles/write up of activities;
  • Maintain an overview of programme communications;
  • Provide media monitoring and reporting on DRM related activities and share such information regularly with Media Focal Points;
  • In collaboration with UNDP communication team, design sectoral plan for generating appropriate programme media material- photographs, logos, VIP endorsements, press releases etc- as directed by the Programme Manager.
Impact of Results:
Gender and social inclusion issues are analyzed, considered and addressed during baseline establishment, planning, implementation and monitoring and evaluation of the programme activities. Gender equality and women empowerment as well as social inclusion issues integrated into the CDRMP for sustainable CRM.

Required Skills and Experience

Education:
  • Master Degree in social science, gender studies, mass communication or related fields
Experience:
  • At least five years of extensive practical experience in the field of social inclusion and gender issues, and communication
  • Including at least three years of solid experiences on gender, social inclusion and/ or communication issues preferable linked to DRM area
  • Demonstrated ability to develop strategies for gender and social inclusion for disaster risk management or other development practices in Nepal
  • Good knowledge of computer applications
Language:
  • Fluency in English and Nepali are essential.
