Project/Proposal Summary: 
This forthcoming project will assist USAID/Afghanistan to monitor its portfolio of development assistance projects once military support or assistance becomes more limited or non-existent. A Request for Proposals (RFP) has not been issued, but is anticipated at any time. The project will involve innovative techniques that cover a broad range of technological sophistication in the M&E field.
Position Summary:
The Chief of Party (CoP) will oversee the technical, staffing, and financial management aspects of the project and serve as the point of contact with USAID officials in Kabul, Afghanistan and senior MSI leadership in Washington, D.C.

Responsibilities:
• Manage, provide technical advice, and monitor all program components and assure that the overall project is meeting proposed objectives and targets.
• Develop a Performance Management Plan including the specific parameters of USAID program monitoring site visits, survey efforts among program beneficiaries, asset verification and data collection related to infrastructure works, and monitoring tasks.
• Implement the PMP through site visits and capture and analyze data in a timely and accurate manner;
• Visit project sites identified by USAID on a quarterly basis to ensure that projects operations are being implemented, work is of good quality, and operating procedures are established.
• Provide timely, relevant and verified project level data to USAID officials under the contract terms.
• Develop recommendations for USAID officials on tasks needed to remove any program implementation bottlenecks or shortcomings observed during the monitoring visits.
• Supervise and coordinate the work of full time staff, subcontractors, consultants and grantees: review work plans, monthly and quarterly status and annual reports, financial reports, and deliverables.
• Coordinate closely and share information/knowledge with other MSI projects in Afghanistan, and MSI M&E projects in other countries.
• Report to and consult with MSI staff in Washington on major technical, managerial and financial issues related to the project.

Qualifications:
• Graduate degree in international development, public administration, business, or related field required.
• Demonstrated strong experience managing complex, multi-million dollar development projects.
• Demonstrated experience working with senior USAID and U.S./NATO military officials, a wide variety of Agency implementing partners and foreign government officials.
• Knowledge of USAID/Afghanistan’s portfolio.
• Willingness and ability to visit project sites in the insecure operating environments throughout Afghanistan.
• Excellent English writing skills and speaking ability; working knowledge of local languages desired.
