Sr. Grants Manager - International Relief & Development - Baghdad, Iraq

IRD is seeking Sr. Grants Manager candidates for an anticipated USAID –funded program to build a sustainable civil society sector in Iraq. The Senior Grants and Compliance Manager will be responsible for the overall  management and oversight of all grants under multiple project components, including the initial development of a grants management manual and proper close out of completed grant activities. Grants will be awarded to registered Iraqi NGOs and credible non-registered community groups with strong constituencies and leadership.


Essential Job Functions

• Oversee the establishment of an effective “best practices” grants selection and management system for grants solicitation, design, evaluation, negotiation, document drafting, compliance monitoring (with sub grant terms and conditions), administration,  documentation retention and close out;
• Provides guidance in the interpretation of award terms and conditions;
• Develops, oversees and manages a team of grant administrators, advisors, and local support staff in field offices; leads compliance standard-setting and training for grants personnel and provides in-house training or staff orientation on grants, as needed;
• Vets proposed sub-grantees and holds pre-application information sessions
• Works with USAID agreement offer to develop selection criteria


Required Skills and Experience

• Bachelor’s degree in management, accounting, finance, business, development studies or a similar field.
• A minimum of  6 years of experience in administering small grants in an international development program, including experience in grants solicitation, design, negotiation,  administration and close out of civil society related grants;
• Demonstrated knowledge of and experience with competitive grants under assistance agreements, particularly administration, contracting, and procurement regulations (including ADS 303,  22 CFR 226)
• A minimum of two  years of donor-funded work experience in the Middle East or in a conflict or post conflict zone
• Oral and written fluency in English
• Advanced proficiency with Microsoft Office applications (Word, Excel, Access)

Preferred Skills & Experience 

• Minimum of one year of donor-funded project experience in Iraq
• Minimum of one year of experience managing USAID grants programs
• Good Arabic or Kurdish language skills
