Job Purpose:

To carry out country, economic, and multi-sectoral and thematic research and analysis to support country programming, loan and technical assistance (TA) processing, portfolio management, and associated operations coordination including counterparts in ADB headquarters, client organizations, private sector agents, and development partners. Focus will be placed on poverty reduction and ADB's cross-cutting priorities of governance, inclusive and sustainable development, and private sector development. Supports building up the capacities of the Nepal Resident Mission (NRM) by performing specialized work of broader responsibilities and greater technical depth, and takes lead roles in the assigned tasks.

Expected Outcomes

Country Programming
- Assists in the preparation of Country Partnership Strategy (CPS)/ Country Operations Business Plans (COBP).
- Coordinates the preparation of sector roadmaps and result frameworks by working closely with Sector Divisions and relevant government counterpart agencies.
- Ensure that the development priorities of the Government, as laid down in its plan documents, are reflected in the CPS/COBP, and assistance program appropriately.
- Supports and coordinates for preparing investment and TA pipelines.
- Ensures the timely and effective delivery of the investment and TA programs in accordance with the CPS and COBP, and the project readiness checklist.
- Supports coordination with the Government and DPs to enhance aid effectiveness.
Economic and Sector Work
- Provides statistical, analytical and research support on country’s economic, political, and sector development works and associated thematic agenda in relation to ADB’s lending and TA programs. Undertakes the following works:
- Economic policy research and monitoring including macroeconomic conditions, poverty reduction, and growth constraints.
- Analysis of political conditions and implications for ADB’s operations
- Research and analyses on the Government budget and its processes and reform requirements
- Research and analyses on financial sector conditions and reform requirements
- Research and analyses on private sector development including investments in infrastructure and enterprises development, and foreign direct investments, along with associated enabling environment, with facilitation of dialogues among key stakeholders
- Research and analyses on regional cooperation and integration (RCI) for the related sectors and themes, including international trade and investment flows
- Support for policy dialogues on economic reform agenda including the above subjects
- Analysis of the implications of economic development for poverty reduction, public administration and governance, gender, and environment.
- Collects, validates and updates , information and statistical data for the country, including socio-economic developments, national accounts, monetary, fiscal and external economic indicators from both published and unpublished sources.
- Undertakes country-focused geographic information system (GIS) for knowledge management to support operational work on poverty and other thematic concerns
- Undertakes the designated assessments on economic growth and relevant sectoral and thematic issues.

Knowledge Management
- Drafting of Quarterly and Annual Economic Updates for Nepal reporting macroeconomic developments and featured analyses highlighting key development related themes.
- Assist in development and maintenance of NRM website posting the relevant data and information
- Prepares and implements knowledge management plans for the assigned subjects, with a focus on disseminate the findings of the relevant economic and sector work, and country programming operations.
Operational Support
- Participates in relevant project, program and TA processing mission to provide sector information as required, follow-up issues for designing projects and TAs and loan/grant negotiation and Board/Management presentation
- Administers and supports administration, as appropriate, of assigned projects, programs and TAs, identifies implementation and institutional issues, and taking actions to address them.
- Assists in preparation of briefing notes and presentation materials for workshops, conferences, meetings and seminars
- Assists in selected missions (such as visiting Management members, country programming, portfolio review, etc.) in preparation of background materials and providing support in data collection and analysis, and participates in missions.
- Provides support to the NRM’s senior staff in preparing loan and TA papers.

Performs other duties that may be assigned as reflected in the incumbent’s work plan.

Educational Requirements:

Bachelor's degree in related disciplines; preferably with Master's Degree or equivalent.

Relevant Experience And Other Requirements:

Work experience
- At least 10 years of relevant professional experience in economic policy research, monitoring, and advice, and associated country programming of development operations, and at least 5 years of supervisory experience
- Experience in macro-economic and financial sector analyses, and/or private sector investments highly desirable.
Technical knowledge
- Demonstrated expertise and experience within the assigned sectors/themes such as macroeconomic management, finance, capital market and private sector development
- Strong capacity and background in policy analysis and familiarity with statistical and econometric analyses
- Sound knowledge of government administrative systems and procedures
- Good knowledge on private sector operations in infrastructure, including public private partnership, and associated financial structuring of investment projects and procedures for identification, planning, implementation, and operations
- Effective report-writing and communication skills in English
- Strong oral and written communications skills

- Able to mentor junior National Officers (NO) and Administrative Staff (AS) to facilitate work planning, delivery and quality review
- Able to liaise and work effectively with government officials within own work location
- Able to work collaboratively with teams as a constructive team member.
