The Project:

As part of developing a broader Central Asian advisory program for the development of clean energy, IFC is implementing a project starting in Tajikistan focusing on captive and distributed off grid energy solutions as a first step to address the energy supply limitations for firms. The project will also work with project developers to assess the legal and technical viability of alternative energy generation as well as power exports. IFC is also working to establish an improved regulatory regime for such power projects. It is foreseen that in future similar interventions at the government and firm level will be developed also in other Central Asian countries.

Duties and Accountabilities:
The Senior Energy Specialist will manage the Central Asia Clean Energy Program, while also serving as a senior technical specialist within the Eastern Europe and Central Asia department. The position will involve the following responsibilities:

 Manage the Central Asia Infrastructure Project (~80%), with initial focus on Tajikistan. The candidate will be managing IFC’s work in clean energy in Central Asia which includes a portfolio of technical assistance projects to governments in the region as well as supporting the development of first mover clean energy projects. The goal of this program is to remove market barriers limiting greater investment in the clean energy sector in Kazakhstan, Kyrgyz Republic, Tajikistan, Azerbaijan, and potentially Uzbekistan. Specific responsibilities include:

General Program Management including accountability for Program objectives and targets:

a. Develop a detailed project plan for the various components

b. Manage external and internal relationships for successful delivery

c. Work constructively with staff in other IFC business lines who have core expertise to contribute as well as with other market stakeholders as necessary in designing and executing program elements

d. Represent the Program to stakeholders at multiple levels (e.g. conferences, thematic seminars, etc.)

e. Adapt to different circumstances and demonstrate ability to act decisively when faced with obstacles by identifying innovative solutions and approaches

Business Development: Work with government counterparts and the private sector in Central Asia, in addition to IFC investment and advisory colleagues, to identify potential opportunities for greater investment in clean energy, and then design and deliver programmatic projects that address the market barriers limiting these investments.

Team Coordination: Design the team roles and responsibilities; manage a regional team of professionals and a resource base of consultants who can deliver on the various components. Work includes

a. Set clear goals and targets for team members

b. Manage the performance evaluation process for all team members, incorporating feedback across the institution as per IFC guidelines, including from global product specialists

c. Recruit and supervise external consultants (individuals and firms) to develop the seminar materials as well as additional handbooks and resources for SMEs

Communications and Reporting:

a. Manage the communications and reporting required by IFC and donor partners according to IFC standards and guidelines

b. Track project performance indicators against the monitoring and evaluation plan, refocusing activities as required meeting project targets in coordination with regional management and global product specialist



Budget and Financial Management: Manage and report on financial performance according to plan:

a. Ensure that the IFC pricing policy for advisory services is applied

b. Control expenditures according to IFC policies and guidelines and within own approval thresholds while achieving maximum results

 Global Knowledge Development and Support (~20%)

Provide expert advice to the region and the corporation on energy related matters as needed, especially in hydro, wind and biomass. Participate in IFC’s global Clean Energy practice group by promoting topics related to clean energy across IFC and ensuring that related topics find the required corporate attention; disseminate information and relevant knowledge; develop and continuously refine analytical tools that teams across IFC are using in designing and delivering projects.

Selection Criteria:
 Masters level education in engineering, finance, economics, or related field.

 Minimum 10 years of relevant operational experience and proven performance in the energy sector, including hands-on involvement in project design, appraisal and management.

 Demonstrated experience in advising senior officials in relevant ministries and energy regulators policy issues, and/or developing energy infrastructure projects.

 Technical skills that demonstrate knowledge of energy markets and systems, both thermal and renewable and a broad range of both clean energy and regulatory/social/commercial issues related to the energy agenda. Specific knowledge or experience in energy efficiency and district heating also desired.

 Good knowledge of and contacts in the energy sector (public and private sectors) in Europe and Central Asia.

 Experience with projects in or at the interface with the private sector is essential; with preference for projects in developing markets.

 Dynamic individual, with track record in identifying hidden market opportunities, structuring projects and getting them implemented and financed.

 Proven experience managing relationships, resolving differences, and achieving successful outcomes among multiple and diverse set of stakeholders.

 Excellent communication skills, in terms of clarity and ability to listen and respond to counterparts and be truly understood as well as understand others’ concerns and ideas; professional maturity and business judgment.

 Strong team player with the ability to take leadership as well as supporting roles.

 Dedication to excellence, patience for detail and the ability to translate detailed information into broad strategy and back into individual work-plans or actions.

 Fluency in English, knowledge of Russian, proficiency in other regional languages is highly desirable.
