Senior Grants Manager - International Relief & Development - Kandahar, Afghanistan

Summary:
The Senior Grants Manager will report directly to the IR4 Leader and will manage SIKA – South grants in close coordination and consultation SIKA –South team, including the Grants, Subcontracts, and Compliance Manager.  

 
Specific Job Functions:
  • Control and oversee grant-making operations and systems for grants management component of SIKA - South.
  • Oversee development and implementation of sub-awards.
  • Assure compliance with USAID regulations and policies.
  • Develops and apply systems to mentor grantees in financial management and reporting and contract compliance;
  • Provide consistent, accurate reporting and data on grant/contract activities
  • Alerts IRD Home Office to financial and audit risks.
  • Assure compliance and provide guidance on USAID regulations and policies and award terms and conditions;
  • Develop and apply systems to mentor grantees in grants and financial management and reporting and data on grant/contract activities;
 
 
Essential Job Functions:
  • Lead the training and development for SIKA – South Headquarters, Provincial Management Unit, and District Support Unit staff in grants planning, design, application evaluation, management, monitoring and evaluation, and close-out;
  • Develop, oversee, and manage a team of grant administrators, advisors, and national support staff in provincial and district level field offices;
  • Advise and assist staff on matters related to preparation and administration of RFPs and RFAs, evaluation of applications, procurement contracts, determining appropriate type of grant instrument, and related compliance issues;
  • Participate in the grant application review committee for potential grantees and in the selection process of vendors for the disbursement of materials and services for in kind grants;
  • Support activities of Audit, QA/QC, and Finance staff in the areas of fiscal management, compliance of audits for all grants.
  • Ensure meetings for new awards are held in order to identify potential compliance issues and establish and maintain communication with grantees to ensure smooth administration of grant;
  • Draft and revise templates and procedures for the grants management cycle and for administering awards so that program staff and grantees manage their grants efficiently and transparently in compliance with USAID regulations;
  • Supervise the timely processing of all closeout and review all reported deliverables in grantee invoices to ensure technical approval and compliance with contractual terms and conditions; 
  • Oversee the management of the grants database;
  • Other duties as assigned.

Required Skills & Experience:
·         At least 5 years supervisory and management experience in finance, budget management, or grants and subcontracts management;
·         At least 5 years USAID grants/contracts experience;
·         Bachelor’s degree in Business Administration, Contracts Management, or related field.  Master’s degree preferred;
  • Demonstrated knowledge of USG/USAID regulations and compliance requirements, including FAR, AIDAR Supplement, OMB 122, 133 and 22 CFR 226 and 22 CFR 228;
·         Experience contracting with non-US firms.  Knowledge of construction contracting preferred;
  • Intermediate knowledge of Microsoft Office Suite.

Travel Requirements:
  • Up to 30%.

Physical Requirements:
All IRD personnel who work in Afghanistan must be physically able: (i) to function for extended periods of time wearing personal protective body armor weighing approximately 35 pounds and a helmet weighing approximately 5 pounds; (ii) to walk comfortably over rough terrain; and (iii) to ascend up to six flights of stairs on a daily basis.  Candidates will be required to provide medical certification to IRD's satisfaction of the absence of any conditions that might impair a candidate's ability to meet these requirements.
