Asia and the Pacific Regional Office
The Asia and the Pacific Regional Office is based in Bangkok, Thailand, and was established in 1995 to bring UNOPS closer to partners in the region. The regional office provides implementation support and project management services to operations throughout the region, supplying financial oversight of projects, procuring goods and services, and managing human resources. It helps ensure that projects are executed to the highest standards, ensuring that best practices and lessons learned are shared within the region and beyond.

In December 2012, UNOPS was selected by the Cambodia Country Coordinating Mechanism for The Global Fund to Fight AIDS,Tuberculosis and Malaria (GFATM) to become the Principal Recipient (PR) for the Single Stream of Funding (SSF) Malaria grant for Cambodia. The management responsibility for this grant will be handed over to UNOPS on April 1st 2013.
As the designated Principal Recipient for the Global Fund SSF Malaria grant, UNOPS is responsible for the quality financial management, timely procurement of supplies and service delivery as well as efficient monitoring and evaluation of grant implementation activities.  From early 2013 UNOPS will have to complete all the groundwork to start-up the Principal Recipient operations so that there is minimal lag between grant signature and full commencement of operations. 
 
Functional Responsibilities

Under the direct supervision of the Programme Coordinator, the Public Health Programme Officer,who will also deputise the Program Coordinator, shall be responsible for developing and overseeing the programme from a technical perspective, ensuredelivery of targets, quality assurance and management support for the GFATM SSF Malaria grant. The Public Health Programme Officer shall be responsible for the following specific duties and responsibilities:
Supporting the development, finalization and continuing review of key project documents; work plan and detailed budgets,Performance Based Framework, M&E plan and PSM plan with the support of the technical teams (Finance, M&E and PSM);
  • Guiding and supervising contractual procedures and processes related to partnerships with Sub Recipients of the GFATM, and leading the negotiations with SR regarding development of the contract agreement.
  • Managing the day to day activities of the GFATM sub-grants to SRs.
  • Coordinating project activities with UNOPS SRs and with other development partners.
  • Routinely monitoring project progress, activity results and implementation costs against planning to ensure that actions supported by the GFATM are implemented effectively and efficiently as well as adjusted as necessary.
  • Providing close support and guidance to the Monitoring and Evaluation Team to:
  1. develop and implement the GFATM's internal M&E system,
  2. ensure adequate feedback to/from the GFATM'sSRs on data obtained from the Fund's internal M&E system,
  3. advising projects/actions supported by the GFATM on their own internal M&E systems/needs,
  4. gain in-depth knowledge of the national M&E system, its consistency and effectiveness,
  5. generate good data for reporting and measuring achievements.
  • Providing substantive timely inputs in the overall implementation of all GFATM grant(s) including budgets, work-plans and reporting on progress vis-à-vis planned activities and expected outputs.
  • Participating actively in maintaining close liaison with national authorities, SRs and other relevant organizations.
  • Ensuring optimum participation and promotion of collaborative efforts with the national public health structures in the implementation of the GFATM grants.
  • Attending all relevant technical meetings and maintaining excellent contacts with all stakeholders, whether in Phnom Penh or in the field and maintaining a detailed knowledge base of all relevant issues impacting public health, in the context of Malaria in Cambodia.
  • Providing policy advice, process management and programme advisory support to stakeholders.
  • Strengthening the knowledge base by facilitating lessons learned and feedback sessions with SRs.
  • Analyze results of projects, and incorporate lessons learned into the decision making process of recipients.
  • Coordinating with the GFATM finance and M&E teams and ensure that quarterly programmatic and financial reports are compiled and submitted on time.
  • Liaising with the LFA as required.
  • Maintain the strategic overview of Malaria in Cambodia, and be aware of state-of-the-art technical approach in Malaria prevention, treatment and control.
  • Other duties as may be assigned by the PR Programme Coordinator for UNOPS Cambodia.

  • Well-coordinated and supervised team of national and international UNOPS Public Health ProgrammeUnit Staff.
  • Annual Work Plan developed for all grant programme activities and timeframes.
  • Technical guidance and on-the-job training provided whereby work standards are achieved, both in terms of quantity/qualityof input/output processed.
  • Timely,thorough, accurate and high quality reports on the programme management by PRs and SRs using appropriate Global Fund tools. This includes comprehensive &informative reports readily available for monitoring & evaluation of grant programme activities, including compliance requirements and/ or recommendations for strengthening measures, including a timeframe, to resolve identified problems.
  • Synthesis of lessons learned and bestpractices in Global Fund PR Public Health Programme management.
  • Sound contributions to knowledge networks and communities of practice.
Responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.
Education/Experience/Language requirements

  • Masters degree in Public Health or related discipline
  • Medical doctor certification and/or PRINCE2 Practitioner Level highly desirable
  • Relevant job-related experience preferably in health, development and/or social sectors at steadily increasing seniority/levels, including 5 years of progressively responsible experience in Malaria prevention, care and treatment, with growing independence and decision-making authority for more complex projects.
  • Experience in managing technical functions, units, and staff essential.
  • Fluency in English is a must and knowledge of Khmer language is desirable.

  • Excellent interpersonal, co-ordination and negotiation skills, and the ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
  • Experience in the implementation of complex projects. Prior experience in South or South-East Asia would be a significant asset.
  • Extensive experience in dealing with international and local NGOs, civil societies and government entities required. Good knowledge of donor organizations, especially the Global Fund to Fight AIDS, Tuberculosis and Malaria highly desirable. Prior experience and familiarity with the PR would be a significant asset.
  • Excellent command of the English language; verbal and oral;
  • Sound knowledge of relevant UN rules, regulations and procedures. Knowledge of UNOPS rules and policies is an asset.
  • Excellent planning, organisation and problem solving skills;
  • Computer literate including knowledge of Word, Excel, PowerPoint &Access.
