The Three Millennium Development Goals Fund (3MDG) is a multidonor fund in Myanmar supported by Australia,Denmark, the European Union, the Netherlands, Norway, Sweden and the UnitedKingdom managed by UNOPS.
The aim of 3MDG is to contribute to Myanmar’s efforts in achieving the three health related Millennium Development Goals (a set of targets adopted by world leaders at the UN in 2000).
Established in 2012, 3MDG will run for 5 years and will focus onthree main areas:
1. Increasing the availability and accessibility of essentialservices to mothers, new born and young children.
2. Supporting people and areas currently not aided by the GlobalFund who are affected by HIV, TB and malaria.
3. Developing a more effective and responsive health system withthe Myanmar government.

The Fund is an estimated US$300 million, a major proportion of which will be directed to maternal and child health care in hard to reach partsof Myanmar. 3MDG is currently in a planning period during which the Fund Manager and other structures are being established before implementation can commence in 2013.

The detailed programme description is outlined in the 3MDG Fund Description of Action.

UNOPS has been selected as the Fund Manager for the 3MDG Fund. The implementation phase of the3MDG will be preceded by an inception period during which the Fund Manager and other structures will be established and when planning and preparatory work will be conducted.
The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

The Fund Management Office (FMO) recognises the underlying importance of the link between eliminating poverty, achieving MGD goals 4, 5 and 6 and achieving gender equality. Under the 3DF, the predecessor to the 3MDG Fund, the Fund Board established a gender-sensitive policy environment for operation of the FMO, which includes the FMO’s Operational Guidelines and all projects are required to include a component that addresses gender. In April 2008, the FMO commissioned a gender study in order “to develop a gender strategy for the 3DFand a handbook to be used as a guiding document for all implementing partners”. The study facilitated the development of the 3DF Gender Strategy, a three tier integrated strategy that:

  • Advocates for and supports a policy environment which mainstreams gender;
  • Creates a gender sensitive internal 3DF operating environment; and
  • Encourages and supports Implementing Partners to mainstream gender in their projects.

To ensure the 3DF gender policy was implemented and visible in the implementation process, training on “Gender Analysis and Gender Mainstreaming” for FMO staff and Implementing Partners was conducted in mid 2009. In 2010 a gender issues survey was carried out by a local technical firm. The survey focused on small community based organizations and attempted to improve their understanding ofthe impact of gender on their particular target communities and on their project interventions, and to assess existing gender issues that hinder and/o promote access to project services. In order to promote and strengthen effective implementation of the strategy, the 3DF Gender Task Force (GTF) was set up with membership open to all Implementing Partners and aimed at supporting the implementation of the Gender Strategy in 3DF resourced projects. In early 2012, the final evaluation of the3DF commenced and evaluators were tasked to assess the impact 3DF projects had on gender equality and the impact programmes had on boys, girls, women and men.

This gender-specific consultancy aims to develop a gender strategy for the 3MDG Fund. Practical actions will be required by the FMOto implement a gender strategy within a fund management’s administrative environment in Phase II of the Fund, the 3MDG Fund. The overarching goal of the3MDG Fund is to contribute to national progress towards the health MDGs (MDGs4, 5 and 6) through a rights-based approach. This rights-based approach willreflect the principles of non-discrimination, equality, participation,transparency and accountability, and will give high priority to strengthening beneficiary voices and accountability - including through building the capacity of civil society organizations and community structures.
Functional Responsibilities

Under overall supervision of the 3MDG Fund Director, the direct supervision of the Head of Performance Management Unit and in accordance with UNOPS policies, procedures and practices, the incumbent will be in charge of overall management of grants of partners receiving support under the Fund.  The Public Health Officer  will :
  1.  Undertake, in close consultation with the other Public Health Officers, the preparation of HIV project implementation plans for all approved projects, including work programmes, budgets, facility requirements, and staffing schedules; 
  2. Prepare Terms of Reference and Requests for Proposals, as needed for the selection of consultants, consulting firms, or NGOs; (ATM Component) ;  
  3. Provide sound policy advice, process management and programme advisory support to Implementing Partners; 
  4. Ensure the highest possible quality of delivery and devise strategies for increased program delivery and quality programming; 
  5. Responsible for reviewing work plans and reports submitted by the 3MDG Fund's partners to ensure that ATMcomponent programme activities are in line with the national programme and the 3MDG Fund's policy and strategies. 
  6. Prepare concept notes and document briefs for FMO’s for policy discussions with Donors, UN, Implementing Partners and others on ATM planning and programming;
  7. Establish, guide and supervise contractual procedures of 3MDG Fund Implementing Partners in receipt of the funding for ATM Component activities and lead contract negotiations.
  8. Prepare ATM progress and other reports and documents as needed for FB and other possible financing partners;
  9. Maintain and improve the programme communication system on ATM to facilitate the dissemination of information and reports to all key stakeholders.
  10. Ensure monitoring and evaluation of the projects, including the organization of Steering Committee meetings and mid-term evaluation reports;
  11. Serve as resource person to relate with relevant departments at MoH  at central and field level in all matters related to ATM to ensure optimal communication, information sharing and consultation;
  12. Represent the ATM Programme towards the Ministry of Health, donor community, UN and Non-governmental Organization; 
  13. Provide leadership and direction on ATM to the respective project teams on substantive and managerial aspects; 
  14.  Promote information sharing environment in the office and serve as resource person on all aspects related to public health in Myanmar;
  15. Other duties that may be assigned by the Head of Performance Management Unit

Education/Experience/Language requirements

  • A Master’s degree in public health, health economics, epidemiology, social science, statistics, or other related field relevant to the above duties with 7 years of professional field experience in a context relevant to this position or Bachelor's degree with 9 years of field experience is considered as equivalent; 
  • A minimum 7 years of relevant experience in the area of ATM;  
  • Ability to work with minimal supervision in a complex environment; 
  • Previous successful involvement with, and good knowledge of NGO's and civil society and asset;  
  • Strong communication and facilitation skills, and ability to establish good working relations with colleagues and stakeholders in a sensitive environment; 
  • Willingness to undertake regular field visits in difficult conditions; 
  • Excellent writing and analytical skills; 
  • Fluency in both written and spoken English is required.
