Project Summary:  Management Systems International, an international development consulting firm based in Washington, D.C., is implementing the Iraq Administrative Reform Project - Tarabot. The Tarabot project works to improve the functions of the GOI’s public institutions in order to improve services delivery processes through better governance and resource management approaches.

Position Summary: The Process Development Advisor is a member of the professional staff of USAID/Tarabot and is expected to provide analyses, advice, and solutions to representatives from the Government of Iraq (GOI) as well as the management of USAID/Tarabot.  This position is designated to work with the Process Development Team Leader in the USAID/Tarabot Administrative Decentralization (AD) component.  Work includes a variety of complex analyses, creative problem-solving, monitoring, and coordination activities as well as establishing and maintaining relationships with high-level GoI counterparts.

This is a full time position based in Baghdad, Iraq

Responsibilities:
• Under guidance of the Team Leader and in collaboration with Iraqi ministries, governors' offices, and other project team leaders to carry out assessments identifying weaknesses in their organization's functions and processes, including decision-making systems, functional requirements, reporting structures, and data flow.
• Assess the risks associated with each process and implement measures to mitigate risk, prevent corruption, secure data, and ensure success.
• Assist to create development plans that are based on clear objectives and employ systems design, automation, and internationally-recognized tools such as OSTP, Six Sigma, and ISO9000 whenever possible.
• Develop, maintain, and manage contacts with officials from the GoI in a professional manner, and to serve as a direct liaison of the project when called upon.
• Assist in forging agreements with GoI counterparts on the improvement plan, including targets and objectives.
• Work with the targeted institutions to go through the improvement process and achieve the set targets outlined in the above-mentioned plans.
• Assist civil servants in targeted public institutions to reach these target goals through on-the-job training, coaching, mentoring, and other forms of professional development.
• Assist to design and implement work plans that reflect programmatic goals and demonstrate a vision for strengthened long-term capacity in the targeted GoI institutions.
• Prepare summary analytical and research reports for presentation to GoI decision-makers on methods to strengthen their organizations and processes in order to improve execution of capital investment projects and the delivery of services.
• Meet all reporting requirements as stipulated by the Team Leader as well all USAID reporting requirements.
• Provide ad-hoc reports as requested by program superiors and USAID.
• Facilitate communications and collaboration between various departments and management.
• Attend regular project meetings as well as ad-hoc or special meetings as necessary.

Qualifications:
• Advanced degree in Systems Analysis, Engineering, Information Systems, Business, or related field.
• Minimum seven years of progressive experience in the field of organizational development, quality control, or systems development.
• Demonstrated knowledge of the theoretical background and practical aspects of systems analysis and improvement, as well as organizational development.
• Familiarity with off-the-shelf systems analysis software is desirable, as well as knowledge of other tools such as OSTP, ISO9000, or Six Sigma.
• Proven track record of establishing and nurturing relationships with government officials in order to successfully negotiate solutions and work plans in politically complex environments.
• Proven willingness and ability to work in harmony and with respect to superiors, subordinates, colleagues, donors and a variety of partners and stakeholders from the GOI in order to meet the goals of the component as well as the larger overall goals of the project.
• Well-versed in all facets of the Microsoft Office suite of software, including Word, Excel, Powerpoint, and Outlook.
• Excellent spoken and written English language skills.
• Familiarity with USAID requirements and protocol for reporting, branding, and performance.
