Job Summary


Cardno Emerging Markets is seeking energetic and enthusiastic candidates to assist the Government of Timor-Leste with the National Program for Suco Development (Programa Nasional Dezenvolvimentu Suku – PNDS). PNDS is an initiative of the Government of Timor-Leste, jointly managed by the Ministry of State Administration and Ministry of Finance, which aims to work with communities at the village level to help eliminate poverty by investing in community-driven infrastructure projects.
AusAID is assisting the government to develop the PNDS through the provision of support services managed by Cardno Emerging Markets.
 
PNDS will be rolled out nationally beginning in October 2013. The Government of Timor Leste, assisted by AusAID through Cardno Emerging Markets will undertake preparations for program implementation during 2013. These include finalisation of program design documents including the PNDS Operational Manual; recruitment and training of approximately 400 program staff; and the implementation of a pilot project to test and refine PNDS processes and mechanisms.
 
We currently have four vacancies for the position of National Engineering Instructor. The instructors will join a team of experienced engineers and training specialists based at the National Centre for Professional Employment Training (CNEFP) in Tibar, to finalise training materials developed for PNDS Sub-District Technical Facilitators. The participants, recruited from each district, will work with suco communities to design, construct and maintain basic infrastructure. The eight-month intensive training course will cover foundational skills in civil engineering as well as construction techniques and community facilitation skills.
 
The course will be delivered from March - October 2013, to 200 participants, by a team of 20 national and international instructors. Trainers will work in pairs based on experience and technical specialisations. All trainers will undergo a brief “training of trainers” course prior to delivery of the eight-month course.
 
The objectives of this role (as part of a team) are to review and finalise course materials, then deliver training to participants to adequately prepare them for field-based positions.
 
This position forms part of the PNDS Support Services Program. The successful applicant will be part of the Training Unit (, a multi-disciplinary team that provides support to the Government of Timor-Leste, AusAID and Cardno in the planning and implementation of PNDS.

Key Responsibilities


  1. Review and finalise the training materials in consultation with Government of Timor Leste representatives from relevant line ministries. Key modules include:
    •  Foundational mathematics
    •  Technical drawing
    •  Field surveying (including elevation measurement and mapping)
    •  Assessing materials
    •  Costing and budget preparation
    •  Project management
    •  Structures and buildings
    •  Roads and bridges (including suspension bridges)
    •  Simple water systems
    •  Toilets
    •  Irrigation and dams
    •  Community mobilisation techniques and participatory planning
    •  Oversight of community budget management
    •  Training and mentoring community teams.
  2. Participate in a team with other engineers and a vocational training specialist to develop a framework and tools for continuous assessment of the participants during the eight-month course.
  3. Finalise all other preparations for delivery of the training course including:
    • Surveying field sites for practical training modules
    •  Preparation of scale models (miniatures) for demonstration of design principles and construction techniques
    •  Liaise with the Training Manager, Site Manager, the CNEFP staff and relevant GoTL and AusAID officers on logistical preparations
    •  Assist in the mobilisation of training participants.
  4. Finalise, in cooperation with other program specialists, training materials for community construction and maintenance teams, and oversee the delivery of training workshops.
  5. Lead, as part of a pair, the delivery of 2-3 of the 20 modules (to be determined based on experience and technical specialisation), and assist with other modules as required (each module has classroom-based and field-based components).
  6. Liaise with the Government of Timor Leste on matters relating to coordination, course accreditation and recruitment and mobilisation of training graduates as PNDS Technical Facilitators.
  7. Participate in a series of evaluation workshops to assess the overall effectiveness of the course, and assist in revising the teaching materials to incorporate improvements and learnings. ​

Other Requirements


  1. Position National Engineering Instructor open to Timorese nationals only
  2. Tertiary qualifications degree in civil engineering or architecture.
  3. Ability to communicate complex technical concepts clearly and simply to a range of audiences, including rural communities.
  4. Ability to develop and maintain positive working relationships with a diverse range of stakeholders, from senior government officials and international development partners to community leaders.
  5. Good written and verbal communication and problem solving skills
  6. Strong oral and written communication skills in Tetun and Indonesian.
  7. Ability to contribute to team goals and objectives, give and receive feedback to achieve agreed performance standards.
  8. Work experience in the design and construction of rural infrastructure
  9. Experience teaching or delivering training.
  10. English language skills.
