Background / General description:
The Organization: The International Finance Corporation (IFC), the private sector investment arm of the World Bank Group, pursues its mission of reducing poverty and improving people’s lives by promoting private sector development through investment and advisory services. IFC Advisory is structured into four business lines, each managed by a Regional Business Line Leader. IFC's Sustainable Business Advisory (SBA) Business Line works with firms in manufacturing, agribusiness, services, and infrastructure to contribute to the creation of inclusive, environmentally sustainable, and efficient markets in three strategic areas of focus: (i) engaging the private sector in climate change mitigation and resilience, (ii) scaling business models to extend access to basic infrastructure services, and (iii) increasing market access for firms in emerging markets.

In East Asia Pacific (EAP), IFC is further enhancing its regional advisory services in the areas of climate change mitigation and resilience. As a result, IFC is looking to recruit an experienced Operations Officer to help design and implement related SBA programs, including the China Water Program (“Program’).

The Program: This program seeks to assist water-intensive private-sector industries in water-stressed provinces of China reduce their demand for freshwater and address future business risks due to climate change impacts. Industrial sectors initially targeted include textile dyeing and printing, pulp and paper, chemicals, and electronics. While water is the primary focus, the program will help manufacturing companies increase productivity and reduce costs by holistically evaluating use of energy, water and raw material resources. The Program combines firm-level resource efficiency audits and sector-level market awareness activities to catalyze implementation of such projects. The Program also seeks to build capacity of local partner banks for industrial water-efficiency financing by providing training on technical and economic considerations applicable to these types of projects.

Reporting Lines: This position reports to the Principal Operations Officer, Climate Change based in Beijing.

Duties and Accountabilities:
Scope of Work (including specific duties and accountabilities): The Operations Officer will support the implementation of the multi-year China Water Program in a timely and cost-effective manner in close collaboration with other advisory and investment staff.

Specific duties and accountabilities include, but are not limited to:

• Work with international/local consultants to support development of water, energy, and chemical saving measures via initial diagnostics/scoping visits, in-depth field audits, and technical/economic feasibility evaluation of potential opportunities.

• Provide assistance for implementation of firm-level projects by coordinating/following up with client facility staff, equipment or technology vendors, local design institutes, and other service providers and tracking progress.

• Co-ordinate China Water Program activities with Global Product Specialist for Resource Efficiency and other advisory staff working on similar projects in other regions to leverage experience/expertise and ensure consistency and quality of delivery.

• Interface with clients, trade associations, NGOs, commercial banks, and other stakeholders to organize roundtables/workshops to provide training, facilitate peer-to-peer learning, and raise market awareness for industrial water-efficiency projects.

• Periodically conduct research and document analysis regarding national/provincial regulations and policies for water-saving practices/technologies, available financial subsidies or other government incentives, and potential areas for IFC intervention.

• Work closely with Regional Monitoring and Evaluation (M&E) Team to track and report program results against developmental goals/other performance indicators in the M&E plan; identify any areas that need refocusing of activities to meet program targets.

• Support infrastructure and manufacturing investment teams in identifying new opportunities for water/resource efficiency by participating in appraisal missions.

• Support market outreach and program promotion activities by working with Regional Communications Team to develop bi-lingual marketing flyers and brochures.

• Help develop program specific client engagement and consultant procurement documents (cooperation or services agreement, terms of reference, etc.) working with Regional Legal Team and others.

• Assist in developing donor funding proposals and other program presentations and reporting as required by IFC and donor partners.

Selection Criteria:
Selection Criteria: The Candidate should have extensive practical experience in the resource efficiency field, with a focus on water and energy efficiency interventions. S/he should be able to provide technical expertise and programmatic support on complex projects in a multi-disciplinary team environment. S/he should be able to interact with private sector clients and senior personnel in government and/or other external partner organizations with confidence.

Minimum Requirements

• Master’s or equivalent professional degree in engineering, economics, finance or other technical discipline;

• At least 8 years of relevant work experience in the field of industrial resource efficiency and cleaner production, including specific experience in wastewater treatment/recycle;

• Demonstrated ability to conceptualize, design, and evaluate firm-level interventions to save water, energy, and chemicals in resource-intensive manufacturing industries;

• Experience in managing consultants, technology vendors, and other external service providers to effectively implement multiple program tasks;

• Strong analytical skills, ability to think strategically, and rapidly analyze diverse program information under changing market conditions;

• Good organizational skills and attention to detail; strong presentation and written communication skills; experience working in multi-disciplinary teams;

• Practical experience working with private sector industries in China and/or other countries in East Asia and Pacific;

• Excellent fluency in both English and Chinese.
