Law Enforcement Trainers Afghanistan - International Relief & Development - Kabul, Afghanistan

IRD is seeking consultants with a law enforcement, Firearms and Medical training background, for an upcoming donor project to train Afghan Security Forces in principles of civilian law enforcement and, static and mobile guarding,  administration and personnel management, intelligence, operations, logistics, medical, and firearms, as well as community policing.
A minimum of twenty-four law enforcement trainers will be for the training of Afghan Public Protection Force (APPF) trainers, static and mobile guards

Responsibilities: Please note that training courses have been developed. The training used for APPF is developed by EUPOL and approved by a Board at NTM-A and APPF. IRD will be expected to teach the existing curriculum only; there will be no development required.
Training and Mentoring Requirement s
  • ·        Coordination of the training process
  • ·        Implementation of Training Plan and Training Calendar
  • ·        Skills assessment of APPF Officers, NCOs, and Guards.
  • ·       Coordination of training logistics
Requirements
Experience required
  • Minimum of seven years of work experience in the subject matter area as either a military officer, or a senior Non-Commissioned Officer, or experience in police operations and management.
  • Experience assessing training needs and delivering law enforcement training qualifications  to support the following staff functions: Operational Planner, Personnel Administration, Finance Support, and Logistical Support
  • Experience working in a conflict zone
  • Experience working with Afghan nationals
Education/education equivalent:
  • One or more of the following experience combined with education:
o   Successful completion of a state licensed basic police officer academy along with five or more years of work experience as a state or local law enforcement officer with principal responsibilities for either providing police protection, SWAT team experience, RUC, SO19 or criminal investigation services within the last 2 years.
o   A minimum of an Associate’s Degree in a Criminal Justice related field from an accredited college or university plus eight (8) years serving in a position of either sworn civilian law enforcement office in a major city (100,000 or more in population).
o   Minimum of years law enforcement experience with at least five (5) years being in a position of sworn civilian law enforcement in a full service law enforcement agency in a major city (100,000 or more in population).
