Lessons Learned from Social Safeguard Processing and Implementation in Natural Resources Management and Rural Development Sectors


Summary of Job Description
(i) identify good practice and deficiencies in social safeguard processing and implementation; (ii) review and analyze the application of SPS in NRM and rural development sectors; (iii) prepare recommendation and lessons learned from this study that can be developed into a report that will enable SEER to enhance it application of SPS in relevant projects

Expected Outcomes

  • Familiarize himself/herself with i) ADB Safeguards Policy Statement, ii) ADB's project cycle approach and related systems and documents, relevant SEER projects, iii) relevant literature related to the use and application of social safeguards in development project.
  • In consultation with SEER staff, identify case study projects or programs which can potentially provide learning in respect of the application of social safeguards.
  • Collate and review documents related to selected case study programs and interview relevant ADB staff and staff of executing and implementing agencies where feasible.
  • Review and analyze ADB’s experience in applying SPS with respect to resettlement and indigenous people for the selected case studies.
  • Assess the availability and quality of resettlement and IP monitoring and evaluation reports.
  • Prepare a report providing analysis of safeguard application in SEER providing recommendations for improving implementation of ADB's SPS.
  • Present major findings in brown bag meeting.

Educational Requirements:

Candidates must:
  • be enrolled in a Masters or PhD program related to natural resources, rural development or social development, at a school in one of the ADB member countries, both prior to and after the internship assignment; and
  • be engaged in academic study in a field directly related to ADB's work.

Relevant Experience And Other Requirements:

  • Have relevant professional and/or research experience.
  • Knowledge of natural resources management and social development issues.
  • Excellent research writing and communication skills in English.
  • Ability to interact with ADB staff/others to deliver expected results.

Immediate Reporting Relationships / Other Information:

Other Information
  • Position reports to assigned Professional Staff Supervisor.
  • Candidates must be a national of one of ADB’s member countries.
  • Past interns are ineligible to apply in subsequent years.
  • Close relatives of ADB personnel are ineligible to apply but ADB spouses may apply if the eligibility requirements are met.
  • Internship duration is 12 weeks.
  • Assignment is from April to July 2013.
