Director of Finance - International Relief & Development - Kabul, Afghanistan

IRD Solutions is seeking candidates as Director of Finance for the day to day management of the financial and accounting control systems for DAFA III Afghanistan Offices. The Director of Finance reports to the IRD Headquarters and will be responsible for the implementation of standard accounting procedures for all program transactions. Specific areas of responsibility include management of financial transaction procedures, forecasting of cashflow needs and preparation of financial reports for regular program reporting. The Director of Finance will provide overall project leadership, strategic guidance, managerial and technical oversight with final responsibility for achieving cost effective, timely, contractually compliant project results and impacts
Essential Job Functions:
  • Supervise the day-to-day administration and financial management of the AUSAID funded program.
  • Supervise the day-to-day operations of the program office and staff.
  • Coordinate and oversee all IRD tendering and procurement activities, ensuring strict compliance with IRD policies and donor regulations.
  • Develop and implement tracking and reporting systems for all aspects of administrative and financial management for both IRD/HQ and IRD's donors.
  • Supervise the local staff responsible for program accounting to ensure that generally recognized accounting standards are being followed.
  • Develop and implement a tacking reporting system to ensure that IRD is in compliance with all local laws, rules and regulations.
  • Develop and implement a tracking/reporting system to ensure that all IRD and donor requirements regarding program documentation and records management are followed.
  • Ensures implementation of targeted strategies to respond to stabilization priorities as identified by key stakeholders.
  • Ensures that all policies and practices instituted are compliant with AUSAID and IRD's performance monitoring, policy and compliance programming requirements set forth in the AUSAID Automated Directives System (ADS) and other rules and regulations.
  • Provides capacity building workshops for prime and sub-partner staff to improve performance management.
  • Manages and leads staff, consultants and contractors to ensure efficient and timely implementation of project;
  • Provides policy guidance, training and ongoing guidance to each of the Office staff members;
  • Conducts the project needs assessment for project implementation according to the contract;
  • Ensures the timeliness, cost and quality of all activities performed under the project;
  • Prepares weekly and monthly reports to IRD HQ Finance;
  • Prepares monthly. Quarterly and/or semiannual financial reports according to the contract requirements;
  • Performs other duties as assigned.

Required Skills & Experience:
  • At least 5-7 years of progressively responsible financial experience managing the accounting and finance component for large donor-funded programs, particularly in transitional, Islamic, and/or post-conflict countries.
  • Ability to manage grants under contract funds.
  • Familiar with USAID project accounting requirements.
  • At least 5 years of progressively responsible supervisory experience, selling up the accounting and finance function for a large USAID funded project.
  • Direct supervision of a diverse team of professional accountants and financial management staff.
  • Excellent interpersonal skills and demonstrated ability to motivate staff to be accountable for program outcomes.
  • Master's degree in accounting, finance, or a practicing Certified Professional Accountant, will be responsible for compliance with all USAID Afghanistan regulations
