IRD is seeking Chief of Party (DCOP) candidates for an anticipated USAID -funded civil society and citizen participation strengthening project in Iraq.  The DCOP will assist the project Chief of Party in overall project leadership, strategic guidance and  managerial and technical oversight, with sr. level responsibility for achieving cost effective, timely, contractually compliant project results and impacts.

Essential Job Functions
- Lead program operations, compliance and reporting to the donor on all components related to the project by overseeing the establishment and smooth operation of effective project reporting, monitoring and evaluation, financial management, personnel and procurement systems;; - Assist in the design and implementation of relevant program strategies to build the capacity of local CSOs, NGOs; - Supervise senior project technical and administrative staff; and manage subcontracts with local contractors  - Help liaise with implementing partners and counterparts - Regular reporting to the CoP and donor on program progress, ensuring that required deliverables are met in a timely fashion; - Provide cover for the CoP, in his/her absence; - Monitor program indicators and evaluate results for improved program implementation.

Required Skills
• Advanced degree in public administration, planning, international development,  community development, a social science or similar field. • Minimum of  eight years of experience on donor funded civil society strengthening, NGO/CSO capacity building and citizen participation (for improved service delivery) projects, with a minimum of two years of this experience in the Middle East region • Minimum of three years of experience managing donor –funded projects as DCOP, or five years as a sr. project manager such as a Team Leader or Component Leader • Oral and written fluency in English • High proficiency with Microsoft Office applications (Word, Excel, Access)
