Description
The USAID Rule of Law Institutional Strengthening Program (ROLISP), implemented by Checchi and Company Consulting Inc., aims to ensure an independent judiciary through, among other interventions, the creation of an adequate and sustainable funding mechanism for the judicial system.Checchi is seeking an international consultant to conduct a review and analysis of the existing judiciary budgeting process and legal framework in Moldova. The Consultant will conduct a study on the financing practices of Moldova’s judiciary and recommend improvements to the court financing system while incorporating performance based budgeting tools and best European practices.
The Consultant will be responsible for developing a Study Report, which will be designed in cooperation with ROLISP and the Moldovan Ministry of Justice. The assignment will require two one-week trips to Moldova, with report drafting to be completed from the Consultant’s home of record. It is anticipated this assignment will begin in February 2013.
Required Qualifications:
- At least 10 years of experience in judiciary budgeting;
- Previous experience in similar assignment, preferably in Eastern European countries;
- Good knowledge of European countries’ experience with judiciary performance based budgeting;
- Experience working on Judicial Reform projects;
- Excellent communication, presentation, team-work and cooperation skills, ability to listen and express opinions;
- Fluent in English.
