Global Communities, formerly CHF International, is an international non-profit organization that works closely with communities worldwide to bring about sustainable changes that improve the lives and livelihoods of the vulnerable.

Global Communities is seeking a highly skilled and experienced Chief of Party to lead an anticipated USAID-funded rapid response community engagement program in Jordan. The program will work with local partners to mitigate and resolve tension and instability caused by both domestic volatility and the massive influx of refugees. The program will focus on two primary components: 1. Mitigate community tensions through increased ability of non-government organizations (NGO), community based organizations (CBO), government authorities, informal actors and communities to peacefully and constructively resolve community stressors; and 2. Promote positive interaction between displaced Syrians and Jordanian host communities and within Jordanian communities.

The Chief of Party will be responsible for providing oversight of program activities, including supervision of the program staff, ensuring appropriate activity design; making key decisions and solving problems in short time frames while ensuring operational and program integrity. This position is contingent upon funding.

Qualifications:
  • Senior-level experience leading and directing international development projects including as a chief of party; experience managing USAID-funded projects strongly preferred.
  • Significant experience in activity design and implementation of conflict mitigation, rapid response, community mobilization, economic development and/or livelihoods recovery programs.
  • Experience supervising complex, high-speed and challenging field operations in developing countries.
  • Demonstrated experience and knowledge in overseeing program start-up under limited time constraints and achieving results quickly.
  • Demonstrable experience with grants.
  • Experience in the hiring and supervising of diverse personnel and ensuring, when need arises, staff training required to meet program needs
  • .Experience in budgeting; procurement, and accounting for grants and other activities.
  • Fluency in USAID’s policies and procedures for cooperative agreement financial management, financial reporting, procurement, and grants management.
  • Experience in Jordan or the Middle East/North Africa a must.
  • Fluency in English required; Arabic preferred.

  • Excellent team-building and interpersonal skills and demonstrated ability to develop staff capacity in cross-cultural settings.
  • Strong management and supervisory skills; achieving results and meeting deadlines.
  • Experience in managing highly visible and politically sensitive projects.
  • Proven success in dealing with complicated partnerships and skills in prioritizing major strategies and critical relationships.
  • Master’s degree required from an accredited university in a relevant field of study, such as Political Science, Public Policy, Public Administration, International Development or related discipline.
