Associate Financial Control Officer - ADB - Sri Lanka

Job Purpose:

To provide technical support to loan disbursement and project implementation functions of the Sri Lanka Resident Mission. Work assignments are well defined and work is performed under the supervision of a Specialist or Senior Officer.

Expected Outcomes

Under the guidance of a senior staff, contributes independently to the work unit by completing a variety of tasks assigned, covering all or a combination of the following functions:
Loan Disbursement
Provides support to Executing Agencies (EAs) in following ADB's disbursement and imprest fund policies and procedures; reviews and process withdrawal applications in compliance with guidelines, takeover next phase of delegation to establish a fully fledged Disbursement Unit and ensures all other (non-delegated) withdrawal applications (WAs) are pre-screened adequate; undertakes statement of expenditures checks in accordance with ADB procedures, and reports the findings to Controller's Department; and provides assistance in closing of loan accounts and after the loan closing date.
Project Implementation
Contributes to project administration by actively following with EAs contract awards/disbursement performances of all public sector loans on a monthly basis; monitors achievements against projections; coordinates with Operations Officers to produce monthly, quarterly, and annual reports on public sector portfolio performance; coordinates and actively participates in the regular Portfolio Review Meetings with EAs and government, and with the ADB Headquarters; coordinates with Operations Officers to develop the Loan Financial Information System projections for contract awards and disbursements; assists in preparing country portfolio review mission and portfolio performance review mission documents; and follows up with the Office of General Auditor regarding timely submission of audited reports to ADB.
Imprest Accounts
In a support role, ensures smooth operations of ADB-funded Imprest Accounts (IA) by ensuring opening of IAs in accordance with procedures, monitoring withdrawals or eligible expenses only, assisting EAs in reconciling their IAs and liaising with HQ in order to reconcile EA/ADB records. Follows up with EAs to improve the IA utilization rate of slow moving IAs.
Disbursement and Audited Accounts
Provides support to EAs and the relevant audit institutions on the interpretation of ADB's disbursement policies, procedures by field visits and by organizing and conducting workshops and seminars.
Follows up with EAs to ensure timely submission of audited financial statements; reviews them in respect of projects being administered by the Resident Mission to ensure compliance with loan covenants.
Others
Handles all loan disbursement-related correspondence, follows up with EAs to resolve disbursement-related issues including those raised from HQ.
Other duties that may be assigned as reflected in the incumbent’s workplan.

Educational Requirements:

Bachelor's degree or professional qualification equivalent in business administration, accounting or commerce, preferably with advanced training. Preferably a professional accountant (ACA, ACMA or CPA) or advanced degree in business administration.

Relevant Experience And Other Requirements:

Work experience
- At least 6 years experience in financial accounting and knowledge of public sector accounting systems/procedures
Technical knowledge
- Thorough knowledge of ADB's implementation and disbursement policies.
- Complete familiarity with accepted best practices of procurement and disbursement processes
People and leadership skills
- Able to guide Administrative Support (AS) staff to facilitate work planning, delivery and quality review
- Able to liaise and work effectively with government officials within own work location
- Able to work collaboratively with teams as a constructive team member.
