 Background:

The Association of Southeast Asian Nations (ASEAN) Secretariat is the nerve centre of ASEAN, a regional inter-governmental organisation founded in 1967, to promote peace and stability, sustained economic growth, shared prosperity and social progress. It comprises the ten countries of Southeast Asia.
The entry into force of the ASEAN Charter on 15 December 2008 had provided new impetus to ASEAN’s integration efforts by establishing a legal and institutional framework required to achieve the ASEAN Community by 2015. This includes the newly approved organisational structure of the ASEAN Secretariat that is aligned to the requirements of the Charter and the three Blueprints of the ASEAN Political-Security Community (APSC), the ASEAN Economic Community (AEC), and the ASEAN Socio-Cultural Community (ASCC). The ASEAN Secretariat is therefore well positioned to provide the necessary functions required to effectively support the community building process under the Charter and the Blueprints.

Currently ASEC is looking for qualified and suitable candidate to fill the position of Technical Officer Health & Communicable Diseases, who will work under the Health & Communicable Diseases Division (HCDD), Cross-Sectoral Cooperation Directorate, ASEAN Socio-Cultural Community (ASCC) Department. The HCDD Division facilitates, coordinates, initiates and manages the ASEAN Health Cooperation in the implementation of the ASCC Blueprint Health action lines. These action lines are currently operationalized and implemented through the various endorsed work plans under the ASEAN Strategic Framework on Health Development (2010-2015) as endorsed by the 10th ASEAN Health Ministers Meeting last July 2010, Singapore. The work plans focus on four major strategic areas based on the ASCC Blueprint, and these are: enhancing food safety; access to healthcare and promotion of healthy lifestyles; improving capabilities to control communicable diseases; and building disaster-resilient nations and safer communities (as it relates to pandemics).

Duties and Responsibilities:

The duties will cover, but are not limited to, the following:
1. Provide technical and administrative support to the ASEAN Health Sectoral and Subsidiary bodies through lead and/or host countries with respect to relevant meetings
• Provide the relevant documents for the meetings

• Coordinate meeting logistics with the host/lead country
• Draft and provide information on relevant topics discussed by meeting as required
• Assist in the rapporteur-work in the meetings.
• Distribute and follow-up relevant meeting documents to and from relevant stakeholders/participants/host or lead countries
• Coordinate the follow-up actions and decisions
• Represent ASEAN Secretariat at meetings as assigned and necessary
2. Assist in facilitating and coordinating with lead countries the acceleration of implementation of their respective work plan activities of the health sector and subsidiary bodies. This can be done but not limited to the following:
• Communicate day-to-day with lead countries – as appropriate in the preparation and progress of planned activities based on the time frame of the work plans
• Liaise with relevant stakeholders (eg. dialogue partners, technical agencies, funding agencies, development partners, private sector, NGOs, etc) as assigned by supervisor
• Monitor the progress of accomplishments of work plan activities and report to the supervisor
• Prepare, compile and maintain data/ records of documentation of relevant matters to the ASEAN Health Cooperation
• Assist in the preparation of progress and completion reports
• Conduct timely projects appraisal for submitted proposals under his/her purview
3. Provide administrative support with respect to implementation of programmes and projects under the ASEAN Health Cooperation with development partners/dialogue partners, and other stakeholders
• Coordinate/liaise with host countries and development partners
• Monitor projects and report on implementation issues to supervisor
• Prepare, compile and maintain data/ records documentation of cooperation projects, including assisting in the preparation of progress and completion reports
• Manage project funds as necessary or as assigned by supervisor
• Maintain an information system on the overall financial status of projects
• Arrange project logistics as necessary or as assigned by supervisor
4. Others as assigned by supervisors
• Represent ASEAN Secretariat at meetings

Requirements:

• Postgraduate degree in health science focusing in the disciplines of public health and community services, nutritional science or an appropriate related field or discipline with a minimum three (3) years relevant work experience in technical role.
• Bachelor degree in any related health science focusing in public health and community services, nutritional science or an appropriate related field or discipline with a minimum six (6) years relevant work experience in technical role.
• Considerable work experience (based either on the first or second bullet point) on program or policy planning, implementation, and monitoring and evaluation
• Demonstrated knowledge and policy, research and technical skills in the relevant area and ability to acquire them
• Proven skills in problem solving in a complex organisational environment and in work planning

• Demonstrated ability to develop, implement, monitor and review policy and procedures.
• Demonstrated ability to plan and organise tasks and work flows, with proven ability for accuracy under pressure and adherence to deadlines.
• Sound oral and written communication skills and strong interpersonal skills, including experience in cross-cultural environment and international settings.
• Demonstrated ability to develop and maintain sound working relationships with stakeholders.
• Demonstrated commitment to collaborative work practices.
• Competency in computer skills with adequate knowledge of Microsoft Office and Outlook where relevant to the position.
• Sound command of English, written and spoken.
General qualifications:
Computer literacy and proficiency in the use of Microsoft Office tools; ability to multi-task, work long and irregular hours, and perform tasks outside the usual job scope; ability to function effectively, independently and as part of a team; and a willingness to travel frequently on short notice.

Remuneration and Benefits:

Successful candidate will be offered the post with a probation period of six months and monthly salary commensurate with his/her personal qualifications starting from IDR 5,000,000. There are other applicable benefits which include monthly transportation allowance, outpatient medical reimbursement, hospitalisation insurance, and an annual bonus of a month’s basic salary. Upon completion of the probationary period, the candidate will be confirmed on an initial contract of up to three-years, inclusive of the six-month probationary period.
