Background:

The Association of Southeast Asian Nations (ASEAN) Secretariat is the nerve centre of ASEAN, a regional inter-governmental organisation founded in 1967, to promote peace and stability, sustained economic growth, shared prosperity and social progress. It comprises the ten countries of Southeast Asia.
The entry into force of the ASEAN Charter on 15 December 2008 has provided new impetus to ASEAN’s integration efforts by establishing a legal and institutional framework required to achieve the ASEAN Community by 2015. This includes the newly approved organisational structure of the ASEAN Secretariat that is aligned to the requirements of the Charter and the three Blueprints of the ASEAN Political-Security Community (APSC), ASEAN Economic Community (AEC), and ASEAN Socio-Cultural Community (ASCC). The ASEAN Secretariat is therefore well positioned to provide the necessary functions required to effectively support the community building process under the Charter and the Blueprints.
Currently ASEC is looking for qualified candidates to fill the position of Technical Assistant under the Education, Youth and Training Division; Socio-Cultural Cooperation Directorate; ASEAN Socio-Cultural Community (ASCC) Department.

Duties and Responsibilities:

1. Maintain day-to-day communications of the Education, Youth and Training Division with internal and external stakeholders, including:
 Support the preparations of the relevant sectoral meetings by updating internal stakeholders including the Administration Division, Office of Secretary-General (OSG) and Public Outreach and Civil Society Division.
 Communicate with relevant officials of ASEAN Member States to obtain updates/information on Education and Youth.
 Update the ASEAN Secretariat's Statistics' Division on relevant education information on a regular basis.

2. Assist in the management, coordination and implementation of projects under the Division's purview:
 Conduct pre-appraisal meetings within the ASEAN Secretariat and propose revisions towards the proposals for the proponent's consideration.
 Assist in the information flow and implementation of projects.
3. Assist in administrative matters with respect to servicing meetings/activities:
 Provide technical and administrative support for preparation activities:
 Production and circulation of agendas.
 Production and distribution of briefs and papers.
 Maintain contacts with the host countries.
 Provide the relevant documents.
 Provide technical, administrative and logistics support during the meetings/activities:
 Represent the Secretariat at the meetings/activities, if required.
 Preparing the draft minute.
 Co-ordination of protocol matters.
 Respond to requests and enquiries during the meetings/activities.
 Provide technical and administrative supports during post-meetings/activities:
 Assist in the preparation of mission reports.
 Assist in the co-ordination of follow up actions.
4. Provide administrative supports to the Division with respect to finance and funding activities:
 Coordinate with Finance and Budget Division in preparing data/documents for remittance of fund for project for audit process.
5. Establish and maintain an appropriate information management system for the Division:
 Conduct data collection and basic statistical analysis.
 Respond to queries and provide necessary information.

Requirements:

 At least Bachelor Degree in any discipline, preferably in the Social Sciences majoring in Education, Statistics, International Relations or Public Policy with a minimum three (3) years relevant work experience in technical role.
 Technical skills and knowledge in the relevant area or the demonstrated ability to quickly acquire them.

 Demonstrated ability to plan and organise tasks and work flows, with proven ability for accuracy under pressure and adherence to deadlines.
 Good oral and written communication skills, including experience in cross-cultural environment and international settings.
 Demonstrated ability to develop and maintain sound working relationships with stakeholders.
 Demonstrated commitment to collaborative work practices.
 Competency in computer skills with adequate knowledge of Microsoft Office and Outlook where relevant to the position.
 Good command of English, written and spoken.

General qualifications:

Familiarity with diplomatic practices and protocol. Other required qualities are: computer literacy and proficiency in the use of Microsoft Office tools; ability to multi-task, work long and irregular hours, and perform outside the usual job scope; ability to function effectively independently and as part of a team; and a willingness to travel on short notice.

Remuneration and Benefits:

Successful candidate will be offered the post with a probation period of six months and monthly salary starting from IDR 3,500,000. There are other applicable benefits which include monthly transportation allowance, outpatient medical reimbursement, hospitalization insurance, and an annual bonus of a month’s basic salary. Upon completion of the probationary period, the candidate will be confirmed on an initial up to three-year contract, inclusive of the six-month probationary period.
