Project Summary: 
The USAID Tarabot project provides comprehensive assistance to Iraqi ministries and offices delivering services to the Iraqi people. Tarabot helps the government of Iraq rebuild its civil service as part of a general U.S. commitment to a strong, independent Iraqi government providing its people with food, medicine, power and a better future. Tarabot seeks applications for qualified candidates to fill the position of Information Technology Advisor.
 
Position Summary:
The Information Technology Advisor provides technical assistance to Ministries on selecting and implementing technologies to support and enhance their business processes. S/he will make recommendations to public officials for system improvements or integrations, or new deployments. The Information Technology Advisor works with functional staff to ensure that IT systems are being used properly to achieve the needs of the client.
 
We may require multiple short consultancies covering specific IT tasks depending on project needs.
 
Responsibilities:
• Act as technical lead in the implementation of new information and communication technology systems and systems integration projects within the Iraqi government.
• Advise GoI Ministry counterparts as to their information technology needs and work collaboratively to develop sustainable solutions.
• Help the client ministries manage and architect the hardware and software needed to achieve project or Ministry objectives.
• Identify training needs in terms of IT and organizational management, and organize trainings with Ministry staff.
• Implement procedures for data migration from legacy systems, integration across systems, and the sustainable operations and maintenance of systems.
Qualifications:
• Master’s degree in Computer Science, Information Management, or related field required
• 15 years of relevant experience in a public sector organization required.
• Minimum of 8 years of experience managing complex and integrated (multi-million dollar) IT systems in accordance with the full life-cycle of systems development.
• Minimum of 5 years of supervisory experience required.
• Experience implementing and maintaining local area and wide area networks across multiple states/provinces.
• Experience working on customized software applications.
• Experience working with a government agency either developing public policies, administering social services/programs, or managing enterprise-grade information management systems.
• Experience working with international donors, preferably with the USAID and the World Bank.
• Able to manage a Microsoft Windows network environment.
• Skilled in importing, exporting, and managing data in a relational database.
• Skilled in analyzing and integrating technological resources into a coherent IT system.
• Understanding of software development and structured processes for developing requirements for enterprise system selection and deployment.
• Broad understanding of Oracle enterprise products, SQL, and SharePoint technologies.
• Excellent English language oral and written communication skills.
• Business-level Arabic language skills preferred.
