Job Purpose:

As an experienced officer in the team, the Senior Financial Management Officer provides technical support on matters relating to the financial management (FM) and financial analysis of ADB financed projects.

Expected Outcomes

Policies, Strategies and Frameworks
- Contributes to the development of ADB’s FM policies, administrative instructions, technical guidelines and templates.
- Contributes to the preparation of bi-annual FM retrospective reviews for ADB Management.

Operations Advice and Support
- Contributes to the review of key project documents to assess compliance with ADB’s polices including ADB’s Guidelines on Financial Management and Analysis of Projects (Guidelines).
- Provides technical advice to loan processing and administration missions on interpretation of ADB’s Guidelines.
- Assesses financial viability and sustainability, reviews audited project financial statements and provides recommendations as warranted.
- Develops and maintains a database of core diagnostics available by country on accounting, auditing, public financial management etc.
- Develops and maintains a database of good practice examples for financial analysis, preparation of cost estimates, assessing veracity of financing plans and disbursement arrangements, financial management assessments etc.

Knowledge Generation and Sharing
- Monitors and facilitates FM Unit’s knowledge management activities.
- Designs and maintains electronic repository of core FM documents including templates, correspondence, tools, diagnostic studies etc.
- Contributes to preparation and maintenance of FM training materials.
- Designs and develops FM templates and tools.
- Manages changes to GduGuidelines and Handbook for Borrowers on the Financial Management and Analysis of Projects.
- Organizes brownbag seminars and oversees logistical arrangements for FM training programs and harmonization activities.
- Represents the unit in meetings/discussions and provides guidance on financial management issues.
- Keeps abreast on emerging trends and issues in accountancy, auditing and financial management, critically assesses how these affect ADB’s financial management policies, and recommends options for change if necessary. Monitors usage and downloads from the website and provides support on use of financial management due-diligence tools.
Administrative Support
- Responsible for RETA administration, recruitment of consultants, and administration of consultants contracts.
- Secretariat Officer for FM CoP including maintaining a roster of members, arranging meetings and preparing and circulating agenda and summary of discussions

Others
- Performs other duties that may be assigned and reflected in the incumbent’s workplan

Educational Requirements:

- Bachelor’s degree in Accounting, Finance, or Business Administration; preferably with Master’s degree or equivalent.
- Professional accountancy designation (CPA) with public accountancy/audit experience would be preferred.

Relevant Experience And Other Requirements:

Work experience
  • At least 8 years relevant experience in private sector or public sector financial management (i.e. accountancy, auditing, banking, credit assessment) or related area, and at least 4 years of supervisory experience
Technical knowledge
  • Demonstrates knowledge and understanding of Bank operational processes and procedures.
  • Effective report-writing and communication skills in English
  • Good analytical skills
  • Proficiency in MS Word, MS Excel, MS PowerPoint; familiarity with database management tools
  • Able to exercise professional judgment
People and leadership skills
- Able to guide Administrative Staff (AS) to facilitate work planning, delivery and quality review
- Able to work collaboratively with teams as a constructive team member.
  • Excellent oral and written communications skills
