Safeguards Specialist (Resettlement) - Asian Development Bank - Manila, Philippines

Job Purpose:

Develop, implement and administer loan-financed, technical assistance (TAs) projects, and non-lending products and services, ensuring compliance with safeguards on involuntary resettlement and indigenous people. Contribute to the development of policy and strategies addressing social development and protection. Work with broad policies and objectives, working directly with clients, with supervision for critical tasks.

Expected Outcomes

a. Strategy and Planning
- Provide information and analyses towards the development of sector policy and strategies, with proper consideration for their impact on social development and protection, particularly on involuntary resettlement.
- Contribute information and analyses for economic and sector work and interdepartmental working groups on social development and protection.
b. Project Management
- Take responsibility for the resettlement aspects of loans and projects in ensuring compliance with safeguards on involuntary resettlement, under the overall guidance and direction of project tasks managers.
- Identify opportunities for ADB assistance aimed at operationalizing policies on involuntary resettlement.
- Provide advice related to involuntary resettlement to executing agencies on project preparation and implementation.
c. Knowledge Sharing
- Participate in and contribute to internal and external training and conferences on social development and protection, particularly on involuntary resettlement, as well as to other activities for advocacy, dissemination and knowledge building.
d. Staff Supervision
- Provide leadership and support to reporting staff.
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.

Educational Requirements:

  • Master's Degree, or equivalent, in sociology, applied social science or other related fields; or University degree and at least 5 years ADB work experience

Relevant Experience And Other Requirements:

- Suitability to undertake the responsibilities mentioned above at the required level
- At least 8 years of relevant professional experience in design and implementation of involuntary resettlement programs for infrastructure projects
- Excellent oral and written communication skills in English
- International experience working in development in several countries
