Director of Planning - UNRWA - Amman, Jordan

 Under direct supervision of the Deputy Commissioner-General, the Director of Planning will provide strategic, technical and administrative guidance on the Agency’s strategic planning, budgeting, and results-based management functions.  In accordance with the established Agency policy and procedures, the incumbent will:


Primary Duties and Responsibilities

·          Provide policy leadership on all key strategic planning exercises, including the Medium Term Strategy (MTS), as well as Field Implementation Plan and Headquarters Implementation Plan (FIP & HIP). This includes alignment with UN planning goals, such as the UN Millennium Development Goals and Sustainable Development goals, as well as reflecting humanitarian and developmental best practices into UNRWA future strategic plans;

·          Oversee development of Agency key strategic planning documents (MTS and FIP & HIP). Lead the coordination and facilitation of strategic and operational planning in the Agency as to the development of the MTS, biennial budgets, and FIP & HIP;

·          Be responsible for the continual development, implementation and enhancement of results-based management in the Agency, including strengthening assessment, strategic and operational planning, and monitoring & evaluation capacities. Manage the Programme Cycle Management (PCM) initiative for the Headquarters and Fields and ensure consistency of PCM tools. Support the development of an integrated, cross-sectoral and evidence-based approach to programming within the Agency through promotion and facilitation of enhanced inter-programme and inter-field coordination, including leading the semi-annual Results Review process for the Agency;

·          With the Finance Department, jointly lead and advise the Commissioner-General and Deputy Commissioner-General on the annual Budget Hearing process and the development and approval of annual budgets for the General Fund, Emergency Appeal, and projects;

·          Support Programmes and Fields in reporting on reform initiatives, especially with regards to donor reporting and monitoring of efficiencies and effectiveness of reforms;

·          Serve as Secretariat for the Advisory Committee on Resource Allocation (ACRA), the Committee that makes budgetary recommendations to the Commissioner-General and adjudicates ad hoc resource allocation recommendations for the Agency;

·          Represent the Executive Office and work in coordination with External Relations & Communications Department (ERCD) in prioritizing project proposals. Oversee the development and implementation of a project reporting system until such time as this function is incorporated into the ERP;

·          Liaise and represent the Agency with other UN Agencies and external stakeholders on strategic planning, programming, and PCM initiatives and prepare reports on Agency planning and programming, as required.



Professional Knowledge and Experience

·          Advanced university degree in public or business administration, political or social science or other relevant subject;

·          At least fifteen years of professional experience, of which at least seven years should have been at a senior international level, preferably with the UN system. Demonstrated experience in leading organisation-wide strategic planning, policy development, and operational/programme coordination in a large humanitarian assistance or organizational development is essential;

·          Excellent command of written and spoken English.

·          High level analytical skills and ability to provide well-reasoned, strategic-level and contextual related recommendations;

·          Demonstrated competence in all aspects of strategic planning, programme and project planning and management, including application of all aspects of results-based management/programme cycle management;

·          Ability to establish and maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity;

·          Ability  to lead, motivate and manage staff, develop clear goals for the unit, independently plan and prioritize own work and those supervised by incumbent, work well under tight deadlines and handle multiple concurrent projects/activities;

·          Positive attitude and strong analytical, interpersonal and communication skills;

·          Proven ability to exercise initiative and resourcefulness necessary for prioritizing multiple clusters/components;

·          Excellent drafting abilities.



Equivalency

When the minimum requirements are not fully met, the Director of Human Resources may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualification, additional professional training and progressive relevant work experience. NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.



Desirable Qualifications

·          Working knowledge of written and spoken Arabic;

·          Work experience in developing countries particularly in the Middle East;

·          Knowledge of Middle Eastern history, politics and cultures.



Additional Information

The incumbent is required to travel frequently, particularly in the Agency’s area of operations.



Conditions of Service  

UNRWA offers an attractive compensation package including annual salary starting at: $103,204 net tax free with dependents or $95,394 single plus post adjustment of 44.1% (subject to change without notice). Other benefits, subject to eligibility, include education grant, dependency allowance, home leave, pension fund, health insurance and 6 weeks of annual leave. All UNRWA duty stations (with the exception of Gaza and Syria) are family duty stations. Initial contract is for one year, with the possibility of further extensions subject to the availability of funds and the continuing need for the post.
