Job Purpose:

To undertake broad responsibilities of technical depth, that encompasses division-wide accountabilities, specifically to be a member of a financial policy and planning professionals who are responsible for providing analytical work and perspectives necessary for financial resource mobilization, financial planning, financial policy formulation, and implementation in relation to ADB's ordinary capital resources (OCR), Asian Development Fund (ADF), and other Special Funds.

Expected Outcomes

Asset and Liability Management (ALM) Policies and Operations
- Undertakes quantitative analytical work, research, and technical studies related to the various aspects of ADB’s financial resource mobilization, ALM reports and financial policies.
- Undertakes financial analysis on specific ALM issues, identifies discrepancies and/or excessive risk levels, and proposes solutions.
- Provides analytical support for periodic ADF replenishments, midterm reviews, debt relief, and related financial matters.
- Provides perspective and background on peer multilateral development bank (MDB) financials and rating agency perspectives.
- Assists in the preparation of Board papers, Management reports, and responses to queries on financial resource mobilization.
- Maintains procedures, data, guidelines and controls to ensure integrity of financial information, and manage financial risks (such as currency risk, interest rate risk, liquidity risk, overall capital adequacy and income) of OCR portfolio and ADF portfolio.

Financial Administration of ADF and Financial Policy Reports/Records
- Performs tasks related to the administrative aspects of ADF finances including donor contributions, payments, encashment, commitment authority, and release of contributions for operational commitment.
- Undertakes implementation of financial policies, prepares and maintains records for meaningful financial policy decisions, and ensures the accuracy of reports/records according to revised financial policies.
- Undertakes active involvement in the research, brainstorming discussions, editing, and finalization of strategic papers, including financial policy and financial resource mobilization papers, and periodic Board papers (including quarterly Treasury reports).
- Assists in preparing periodic communication and responses to queries/information requests from Management, Board Members, and other departments on matters related to financial policies, financial resource mobilization, and the financial operations of ADB and peer MDBs.

Coordination/Liaison on Financial and ALM Issues
- Takes an active interest in ADB-wide initiatives and committees including the various funds and facilities proposed, interdepartmental comments on projects and policy papers, etc.
- Interacts with other departments to understand assets and liabilities and related assumptions, financial administration issues such as instruments of contribution, promissory notes, and schedules of contributions/encashment.
- Interacts with business units to understand product, product composition/positioning, product pricing, investment strategies, hedging, funding methodologies, ALM operational decisions to enable better policy perspective, and ALM operational matters.

Others
- Supervises administrative staff and share knowledge and understanding of subject matter with junior national staff to enhance their analytical capability, and directs them on resolving technical issues.
- Provides support for divisional budget activities. Identifies opportunities to improve efficiency, effectiveness or timeliness through automation, simplification, delegation, elimination, or communication.

Educational Requirements:

  • Bachelor’s degree in Banking, Business Administration or other related disciplines preferably with advanced training

Relevant Experience And Other Requirements:

Work experience
- At least 8 years relevant experience in a multilateral institution's financial policies with a good understanding of ALM and financial resource mobilization issues, financial accounting and overall financial operations of MDBs, and financial analysis.
Technical knowledge
- Expertise in Treasury application system development, maintenance, and support.
- Knowledgeable about financial markets and instruments.
- Solid understanding of relevant Treasury and policies, guidelines, and reporting formats
- Demonstrated technical proficiency in programming financial algorithms, writing complex database queries, performing statistical analyses and generating concepts for management information purposes and in understanding and handling various computer applications.
- Proficiency with computer software in common use at multilateral institutions and specialized treasury related software; solid understanding of relevant Treasury and general policies, guidelines and reporting formats prevalent in a multilateral institution.
- Effective report-writing and communication skills in English.

- Able to guide Administrative Staff (AS) to facilitate work planning, delivery and quality review

- Strong oral and written communications skills.
