Japanese Representative Office, Strategy and Policy Department

Job Purpose:

Lead the planning, implementation and supervision of the Japanese Representative Office’s (JRO’s) vision, goals, strategies and work plan in support of overall ADB goals and ensure that the efficiency, relevance and impact of ADB operations is maximized. Oversee the quality of work, ensure the achievement of objectives of the Office and continuously keep Management informed of emerging developments, opportunities and challenges. Build, strengthen and maintain relationships with Japan’s national top-tier media to raise their awareness about ADB and its operation and identify media opportunities for ADB Management and senior staff. Establish contacts and build working relationships with target audiences (e.g., non-government organizations or NGOs and opinion leaders) in Japan. Anticipate departmental resource requirements and efficiently allocate budget and resources.


Expected Outcomes

a. Leadership and Strategic Management
- Establish and cascade the office’s vision, goals, development strategies and key result areas (KRAs) in support of ADB’s goals and in compliance with ADB policies.
- Lead the planning, implementation and supervision of the office’s work plans and monitor the quality of outputs, achievement of long term goals, and annual objectives.
- Strengthen ADB representation in <?xml:namespace prefix = st2 ns = "urn:schemas:contacts" />Japan and contribute to raising ADB’s reputation as a professional and accountable development institution.
- Ensure the implementation and mainstreaming of special initiatives identified to support ADB operations.
- Work within a broad concept and framework and contribute to the setting of direction and strategy.
- Use a high level of negotiating and political skills to work effectively with a range of stakeholders.
b. External Relations
- Lead in building of productive and trusted relationships with target top-tier national media through proactive and consistent engagement and proactive outreach to them involving ADB Management and senior staff.
- Improve awareness of ADB and its activities among target NGOs and opinion leaders through improved JRO ability to plan and implement outreach activities.
- Lead and maintain the relationships with other audiences, e.g. government, business associations, research/universities, and the general public.
- Advance the knowledge of the private sector/business community in Japan concerning trends and opportunities in the Asia-Pacific region by providing information to Japanese firms on opportunities to participate in ADB projects.
- Lead the smooth implementation of outreach activities involving ADB Management and staff in Japan through effective and efficient JRO support for high-level media events and engagement with government counterparts.
c. Office Operations Management
- Facilitate effective coordination and cooperation with other ADB departments/offices and internal stakeholders.
- Undertake the performance management of the office, including motivation of office staff.
- Anticipate requirements for and efficiently manage the budget, resource allocation and utilization for the office.
d. Staff Supervision
- Create and lead multi-disciplinary teams and ensure the overall quality of its work.
- Manage the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance.
- Provide coaching and mentoring to team and individuals and ensure their on-going learning and development.

Educational Requirements:

Master's Degree, or equivalent, in Economics, Finance, Engineering, Business Administration or related fields; or University degree in Economics, Finance, Engineering, Business Administration or related fields; combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree.

Relevant Experience And Other Requirements:

- Suitability to undertake the responsibilities mentioned above at the required level
- At least 15 years of relevant professional experience
- Broad-based exposure to strategic planning and policy, and operations of multilateral development and financing institutions
- Demonstrated experience in managing high-level negotiations with member governments, particularly donor countries
- Proven interpersonal, cross-cultural and negotiating skills, with ability to liaise effectively with senior staff, Management, and senior government officials
- Excellent oral and written communication skills in English
- International experience working in several countries
