Role and Responsibilities


The Logistics Manager acts as the key logistics link between the HQ Logistics team and Medair’s AFG programme. The Logistics Manager oversees the day to day operations of the Kabul logistics department (including procurement, facilities and fleet management, IT and communications) and is also responsible for strengthening fraud prevention systems across the country programme.

Oversee several projects within WASH, Food Aid (cash based interventions), Food Security and Livelihoods as well as DRR and Emergency Response (ERM Consortium) in the Central Highlands (Bamyan Province).

Key Activity Areas
Logistics Management
  • Streamline logistics procedures/operations - oversee improvement of existing logistic procedures and implement new systems/changes where necessary in line with the Medair logistics manual.
  • Manage all logistics functions including fleet, ground travel, procurement, customs, IT, satellite and radio communications, facilities, transport, stock management, tenancy of base, base repairs and utilities.
  • Ensure the equipment inventory list is updated regularly and submitted to HQ monthly as per the agreed schedule liaising with other field bases to coordinate submission of accurate information.
  • Capacity build local staff - placing a strong emphasis on planning & management skills and IT knowledge manage the direction and implementation of IT systems/equipment.
  • Manage the supply chain, ensuring value for money and service.
Staff Management and Administration
  • Manage all Kabul based logistics staff including recruitment, appraisal, management, development & training, general well-being, job descriptions and work schedules with support from the AFG support team and in line with all Medair staff management and development policies and procedures.
  • Support the HQ Logistics team in reporting to donors, providing relevant documents and narrative explanation as required
Communication
  • Provide training, advice, mentoring and coaching as required to all relevant staff on logistical management, procedures, internal controls and the logistical requirements of donors.
  • Develop and maintain positive relationships with suppliers, local authorities, other NGOs and any other stakeholders, representing Medair and ensuring good co-operation and partnerships.
Financial Management
  • Manage expenditures for logistics department and submit to Finance Manager in a timely fashion.
  • Support the Finance Manager with any annual audits carried out on site and support the preparation of audits carried out at HQ and be responsible for the orderly filing/archiving of all logistics documents for transfer to HQ and or for required record keeping in the country of operation.
Control systems
  • Ensure all checks are done and logistics records analysed on a monthly basis.
  • Ensure standard price list, preferred supplier list are set up and maintained.
Facilities
  • Ensure that the base and team accommodation provides safe and pleasant living and working conditions for all staff and manage the Kabul base tenancy and landlord relationship.
Security Management
  • Take responsibility for the safety and security of Medair assets on site of operations.
  • Instruct logistics team in all aspects of security related to their roles.

Qualifications
  • University degree in relevant subject or equivalent professional / technical qualification essential
  • Professional qualification in logistics or training in Supply Chain Management, Business Management or a related field desirable as well as RedR Logistics Course or equivalent
Experience / Competencies
  • Experience working in a cross-cultural setting, preferable in the logistics sector
  • Work experience in logistics, preferably in an NGO setting desirable
  • Knowledge of database software and / or experience of stock management systems desirable
  • Technical understanding of mechanical and communication equipment
  • Experience in training / mentoring staff and budget compilation and monitoring desirable
  • Good numerical and report writing skills; strong administrator
  • Strong leadership skills and a supportive management style
  • Ability to speak, or willingness to learn, Dari desirable
  • Pro-active, sense of initiative and responsibility / desirable: problem solver, dynamic and autonomous
  • Team-player with good communication and inter-personal skills
  • Able to develop and maintain effective relationships with internal and external stakeholders
  • Capacity to work under pressure and to tight deadlines
  • Willingness to be stretched professionally, personally, and spiritually desirable

  • Strong working knowledge of English (spoken and written)
  • Working knowledge of French (spoken and written) for French-speaking roles

  • Successful completion of Medair Relief & Rehabilitation Orientation Course (ROC)

Working Conditions 
  • Living and working is based in Kabul, the capital city of Afghanistan, current accommodation is a large well-furnished guest house which neighbors the office.
  • Occasional travel to remote field locations with basic living conditions.
  • R&R is taken out of the country every three months and financial assistance given.
  • Security is always a concern and routine team briefs give information and advise both nationals and expats to the current security status.
