Global Communities, formerly CHF International, is an international non-profit organization that works closely with communities worldwide to bring about sustainable changes that improve the lives and livelihoods of the vulnerable.

Global Communities seeks a Local Governance and Decentralization Expert for the ongoing USAID-funded Governance Strengthening Project in Iraq. The project is assisting Iraq’s transition to a more decentralized federal system of government by supporting the country's provincial and local governments in responding to community needs, improving the perception of state legitimacy, providing greater accountability of local authorities, improving efficiency in delivering provincial government-based services, and increasing citizen participation in local decision making.

The Local Governance and Decentralization Expert will take the lead on matters related to development of technical policies; develop and implement service performance standards for key public services from citizen and provincial council point of view; develop and implement standard operating procedures with stakeholders; develop and/or evaluate and implement processes for citizen services desks; mentor, train and lead Iraqi staff  in developing capacity of provincial council and government organizations in providing construction project oversight, quality assurance and quality control, build capacity in customer orientation, quality circles, performance management and service delivery planning.

Other duties include:
  • Provide technical direction to build the capacity of provincial governments to monitor services provided by the executive branch and to inform dialogue between legislative and executive branches, horizontally and vertically.
  • Work with provincial staff and create province-specific analysis of oversight issues, including oversight of executive services to communities, legislative ratification, and finance and budgeting; particularly with a focus on vertical and horizontal issues of coordination, accountability, and compliance, utilizing data from the project's citizen satisfaction survey.
  • Support the formulation of indicators and targets for the project's executive oversight component and work with project staff to develop monitoring and evaluation protocol.
  • Supervise the performance of executive oversight component personnel and review and guide short-term technical assistance under the component.
  • Collaborate fully with subcontractors and grantees to ensure smooth and transparent information exchange and teamwork under the executive oversight component.
  • Coordinate closely with the Chief of Party (COP) and institutional strengthening team leader to design and oversee technical activities.
  • Monitor and, where necessary, modify programmatic assistance to achieve results.
  • Ensure that relevant, productive, and complementary activities are implemented effectively.
  • Provide technical input for grants programming and review grant applications and grantee technical performance.
  • Conduct appropriate monitoring and execute effective staff oversight and direction.
  • Undertake all other duties and projects as may be assigned by the COP.
Qualifications:
  • Advanced degree in a relevant social or administrative science or law required, or bachelor's degree with five years of relevant work experience. 
  • Five years of relevant professional and progressively responsible experience in the field of service delivery.
  • Five years of experience working with concepts, principles, and issues in decentralization and local governance.
  • Experience in a developing country (preferably in the Middle East or critical priority country), working with key institutions/organizations and personalities at federal, provincial, and local levels.
  • Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments, and physical hardship conditions.
  • Ability to organize and lead the work of others in an atmosphere of multiple projects, shifting priorities, and deadline pressures.
  • Demonstrated leadership, versatility, and integrity.
  • Strong writing and communication skills, including demonstrated ability to write required documents in a clear, concise, well-organized manner.​
  • English fluency; Arabic proficiency preferred.
