Job Purpose:

Responsible for implementing and supervising the activities of the Office of the Anticorruption and Integrity including: (i) assisting and supporting Head, OAI with the planning and direction of OAI, including developing and advancing new strategies for OAI to align its work program closely with ADB’s agenda and strategic goals, and delivery of OAI’s key result areas (KRAs); (ii) managing, supervising and leading the staff of OAI’s teams (including, but not limited to the investigations team, the complaints assessment team, the project procurement related review (PPRR) team, the due diligence team, and the outreach and awareness team); (iii) managing and setting priorities for OAI teams; (iv) managing OAI’s allocated resources and supervising the preparation of necessary budget reports and documents; (v) conducting presentations and participating in integrity forums to advance the awareness of issues related to integrity violations, both internally and to external stakeholders; (vi) preparing reports, as required, to Management and other relevant stakeholders; (vii) observing, implementing and ensuring strict compliance by OAI staff and consultants, with OAI’s guidelines and procedures; (viii) developing, updating and implementing new procedures and guidelines, as required; and providing advice to relevant ADB teams, including but not limited to those working on non-sovereign projects, with advice on transactions related integrity risks.
The position reports to Head, OAI; and OAI reports to the President, and reports through the President to the Audit Committee of the Board (ACB) in accordance with the Terms of Reference of the ACB.

Expected Outcomes

Key Responsibilities and Deliverables
  • Provide innovative, strategic inputs to Head, OAI on OAI’s overall planning and direction, including but not limited to, inputs on OAI’s KRAs, with creative recommendations to more closely align OAI’s work to support ADB’s goals and development strategies.
  • Supervise and ensure the effective and timely assessment of complaints, and conduct of investigations by establishing priorities, and providing guidance on appropriate investigation procedures and techniques to address complaints and allegations of integrity violations;
  • Draw and identify lessons from investigations and OAI’s other work to undertake outreach and awareness raising programs, and to share recommendations on correction and prevention with relevant stakeholders.
  • Ensure the adoption of an effective program for prevention and identification of indicators of integrity violations in ADB-financed projects and among ADB staff by innovating appropriate interventions at various stages of the project cycle; and developing and updating relevant prevention tools, including guidelines, presentations, methodologies, etc. , in coordination with the relevant departments/offices.
  • Guide and supervise the PPRR team and establish its work program and KRAs in coordination with relevant staff, review project procurement review reports,
  • Support the PPRR team in a way that encourages cooperation with relevant departments, to promote collaborative approaches in the implementation of recommendations for administrative and operational improvements to prevent reoccurrence of integrity violations in ADB projects and operations;
  • Discuss investigation, PPRR or due diligence findings and recommendations with relevant departments/offices and/or, in close coordination with relevant departments/offices, discuss with appropriate authorities of borrowers/executing or implementing agencies ADB’s anticorruption policy requirements, and preventive and deterrence measures against integrity violations; and
  • Oversee and ensure quality of all of OAI’s written work product, including but not limited to, overseeing the preparation and submission of reports to various committees the on resolution and disposition of complaints and investigations;
  • Act as Secretariat to the Integrity Oversight Committee, to include quality control of cases presented to it.
  • Supervise the design and administration of technical assistance projects to strengthen the awareness of the supreme audit institutions and other of ADB’s stakeholders;
  • Lead OAI’s awareness raising initiatives and presents ADB’s anticorruption policies at internal and external forums; and provides training, as relevant, to advance the skills of staff, and external stakeholders, as relevant, in various aspects of preventing and address integrity violations in ADB and its projects.
  • Keep current and abreast of developments in fields relevant to OAI’s work, and develop recommendations to Head, OAI to ensure that OAI maintains best practices in its work and delivery of its KRAs.
  • Provide advice to ADB Management/relevant departments, offices and teams, as required and as appropriate, on integrity due diligence, conducting due diligence, and the implications and risks thereof on ADB transactions, operations, and financings.
  • Collaborating in multilateral efforts to advance the harmonized agenda on anticorruption and integrity development activities.

  • Educational Requirements:

    Master's Degree, or equivalent, in Law, Accounting, Finance, Business Administration or equivalent related disciplines. CFE or related accreditations a plus.

    Relevant Experience And Other Requirements:

    • At least 15 years relevant professional experience and demonstrated technical competence in forensic and investigative techniques;
    • Working knowledge of multilateral development finance institutions and their operations;
    • Ability and experience liaising with government officials, and with members of Boards and senior management;
    • Ability to lead, manage and provide guidance to a professional group of investigators, auditors, and lawyers, amongst others;
    • Strong interpersonal and communication skills and the ability and confidence to deal effectively and with appropriate confidentiality difficult integrity findings in a multicultural environment;
    • International experience working in several countries;
    • Understanding of how to evaluate integrity and reputational risks, and proven experience in making decisions based on judgment; and
    • Understanding/awareness of international standards regarding anticorruption and anti-money laundering.
