Job Summary
Australia’s Education Partnership with Indonesia (the Education Partnership) is currently the largest intervention funded by the Australian Government anywhere in the world. Through the Education Partnership Australia supports the Indonesian Government’s long-term strategy to strengthen and consolidate its national education system, with a particular focus on the current Indonesian five-year plan (2010 – 2014) and support for the initial stages of the subsequent five-year plan (2015 – 2019). The Education Partnership builds on the successes of previous Australian Government supports to the Indonesian education sector by strengthening government systems. Under the Education Partnership, there are three managing contractors and the largest, School Systems and Quality (SSQ) contract, is managed by Cardno. SSQ covers three components, each relating to a different aspect of the Education Partnership.

Each of the SSQ-supported components is national in scope, supporting existing government structures. Component 1 focuses on strengthening systems for infrastructure development within the education sector — specifically, supporting MoEC to assure construction quality of new junior secondary schools.

We are looking for Qualified key personnel to Manage the  Component  One:
Component One: Manager, School Construction

Key Responsibilities
The Manager, School Construction is accountable for the overall performance of Component 1 outcomes including the following key responsibilities:
  • Undertake high-level engagement with the Government of Indonesia (GoI), particularly with officials from the Ministry of Education and Culture (MoEC) and AusAID to ensure positive and effective partnership with a results orientation.
  • Manage the relationship with other program stakeholders through developing strong and effective working relationships with Performance Oversight and Monitoring (POM) and Education Partnership Outreach Services (EPOS) contractors to ensure positive and effective working relationships.
  • Working closely with other senior members of the team (especially Managers of Components 2 and 3), ensure lessons learned are shared and opportunities for improvement exist, among others, in relation to district access planning, new school induction training, district and provincial officials’ training, and principals’ training.
  • Advise AusAID on mechanisms, systems, funds flows, and processes that will help to protect the Australian Government investment in school construction by improving accountability and transparency of school construction systems and processes, and improving independent and community participation and oversight.
  • Facilitate MoEC to manage the recording, resolution, and reporting of complaints received and instances of fraud identified in relation to new school construction.
  • Provide strategic direction and management oversight to all Component 1 activities by providing leadership and effectively manage the component staff, ensuring regular performance monitoring and assessment, encouraging professional and capacity development and training, promoting an outcomes orientation and a culture of continuous improvement.
  • Should the GoI implement changes to the Program (for example, funds transfers to sub-national governments for school construction), the Component 1 Manager and team will be expected to support MoEC in piloting effective approaches and implementing the new system.
  • In consultation with SSQ Management, AusAID and POM, and in keeping with the M&E framework for the Education Partnership and ESSP more broadly, ensure effective implementation of M&E systems.
  • Ensure high quality, accurate and timely reporting against outcomes and objectives, progress against the work plan, and relevant issues, opportunities and risks.
Other Requirements
The Manager, School Construction must have the following skills:
  • Degree in International Development, Public Policy, Community Development, Engineering or a related field with over 10 years of relevant work experience in Indonesia;
  • In-depth understanding and at least 5 years’ experience of community-based construction models is desirable
  • Experience working with the Government of Indonesia is essential;
  • At least 10 years experience, with demonstrated career progression, in management of projects and staff, including technical staff;
  • Experience working with and reporting to international donor agencies (particularly the Australian Government) is desirable;
  • Highly developed communication and representational skills; and
  • Excellent oral and written Bahasa Indonesia and English language skills are essential.
