Special Assistant to the Director of UNRWA Operations, Gaza

Under the overall supervision and guidance of the Director of UNRWA Operations, Gaza, the incumbent will be responsible for providing advice and assistance on a range of issues directly connected to the Field Office.

In accordance with the established Agency policy and procedures, the incumbent will:


Primary Duties and Responsibilities

Draft and coordinate the preparation of documentation on operational and policy issues for Gaza Field; provide his/her supervisor with regular written and oral briefings on these issues;

Assist the Director in developing policies related to Gaza Field’s service delivery, programme planning and operations;

Provide substantive support to the Director in preparation for internal and external meetings on a wide range of issues, including Management Committees, Major Donors and Implementation Group meetings;

Keep abreast of the key issues facing UNRWA and Palestine refugees in Gaza and advise the Director of possible courses of action;

Provide substantive support at Field level to visiting and resident missions in the preparation of reports and documentation on issues related to emergency and development assistance to Palestinians in the Gaza Strip such as University of Geneva reports, Food and Agriculture Organization (FAO), food security assessment and the Consolidated Appeals Process;

Manage the office of the Director including ensuring effective maintenance of his/her calendar, dealing with and tracking correspondence, calls and responses, preparing meeting notes, arranging duty travel and completing miscellaneous administrative tasks;

Oversee the preparation of various regular and ad-hoc reports as required.



Professional Knowledge and Experience

A university degree in public/business administration, management, political or social science or other related field;

For a P3 level: At least six years of professional work experience in the specific sector of responsibility or related areas, two of which should have been at the international level.

For a P2 level: At least four years of professional work experience in the specific sector of responsibility or related areas, two of which should have been at the international level.

Proficiency in computer applications including internet, word processing, spreadsheets and database;

Excellent command of written and spoken English.

Ability to establish and maintain effective working relationships with others in team environment and with people of diverse backgrounds, culture and nationalities and with non-governmental-organizations, academia, private sector and government departments;

Ability to develop clear goals and identify priority activities and assignments;

Ability to research and produce reports; excellent report/draft writing skills;

Proven critical thinking, creativity, innovative and analytical skills.



Desirable Qualifications

Knowledge of Arabic language;

An understanding of political, social and economic issues in the region.



Equivalency

When the minimum requirements are not fully met, the Director of Human Resources may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualification, additional professional training and progressive relevant work experience. NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.



Additional Information

 The incumbent will be required to reside at the duty station and may be required to travel daily throughout the field of operations in the course of his/her duties.



Conditions of Service 

UNRWA offers an attractive compensation package including annual salary starting at for P-2 Level: $49,821 net tax free with dependants or $46,730 single, and for P-3 Level: $60,091 net tax free with dependants or $56,091 single plus post adjustment of 52.3%. Other benefits, subject to eligibility, include education grant, dependency allowance, home leave, pension fund, health insurance and 6 weeks annual leave. Staff members based in Gaza are entitled to additional benefits, subject to eligibility, including Extended Monthly Evacuation Allowance, Mobility and Hardship Scheme Allowances and R&R leave, currently every 6 weeks (according to the UN classification of the duty station) but subject to change without notice. While Gaza is a non-family duty station, eligible staff members may set up a second household in a nearby location to have their family nearby. Initial contract is for one year, with the possibility of further extensions subject to the availability of funds and the continuing need for the post.
