Project Summary:  Management Systems International is implementing the Iraq Administrative Reform Project - Tarabot. The Tarabot project works to improve the functions of the GOI’s public institutions in order to improve services delivery processes through better governance and resource management approaches.

Position Summary: The Senior Specialists are members of the professional staff of Iraq Administrative Reform Program. They will provide expert advice to representatives from the Government of Iraq (GoI) as well as to members of the Administrative Decentralization component management. There are two full time positions, with one based in Basra and the other in Kirkuk. The Senior Specialists will work to disseminate information and skills pertaining to the Iraq Development Management System (IDMS), which is used to manage and monitor capital investment projects throughout Iraq.  Responsibilities includes a variety of analytical duties, refining and teaching training materials, creative problem-solving, monitoring, and complex coordination activities as well as establishing and maintaining relationships with GoI counterparts. This position reports to the USAID/Tarabot IDMS Advisor.

Responsibilities:
• Under guidance of the IDMS Advisor, assist various GoI entities in the designated provinces to strengthen their organizations through systems reform and automation.
• Provide technical assistance to GoI counterparts on the usage of the IDMS.
• Help ascertain issues or problems facing IDMS implementation and usage, and work to solve issues through the development of straightforward solutions.
• Develop, maintain and manage contacts with GoI officials in a professional manner, and serve as a direct liaison of the project.
• Assist Administrative Decentralization (AD) management strengthen the capital investment process in Iraq.
• Liaise, coordinate, and provide assistance to AD team leaders to ensure properly timed, effective delivery of services to GoI counterparts in the provinces.
• Ensure the successful completion of activities found in the AD team's annual work plans.
• Collect information and prepare detailed analyses on IDMS' usage in Iraq.
• Assist the Team Leader in fulfilling monitoring and reporting requirements.
• Assist in the preparation of high-level presentations for GoI counterparts and USAID officials.
• Facilitate active communications and collaboration between various departments and management.
• Coordinate and assist, when applicable, other cross-cutting goals and activities of the AD component.

**This is a local position; only Iraqi citizens will be considered.**
Qualifications:
• Five to seven years of progressively responsible experience in a professional, technical, or administrative management field is required.
• In-depth understanding of the IDMS and each of its modules, as well as the Iraq National Monitoring System.
• Excellent understanding of GoI culture and government protocol.
• BA/BS degree or higher in Systems Analysis, Information Technology, Software Engineering, or other relevant field is required.  Other professional certifications will be viewed favorably.
• Professional knowledge of USAID compliance requirements desirable.
• Fluency in both Arabic and English in speaking, reading, and writing (Level IV) is required.
• Strong organizational and administrative skills.
• The ability to concisely present ideas and arguments, in writing and in oral presentations, in a logical and persuasive manner.
• Effective personal-relationship building skills to establish connections with the designated ministries.
• Ability to work effectively in a team environment is required.
• Strong computer skills for written document preparation (e.g. Microsoft Word) are required. Strong computer skills for other types of presentations (e.g. Microsoft PowerPoint, Excel) are desirable.
• Willingness to travel to Baghdad or any others Iraqi provinces.
