Campus Computing Centre (C3)

The Campus Computing Centre (C3) serves as the technology arm of the University, providing user-focused leadership and strategic vision in institutional planning and support for the University’s information and communications technology (ICT) infrastructure, resources and services. The computing environment on the UNU Tokyo campus offers a diverse range of ICT resources geared to increase individual productivity, and support and enhance education and research, while working to reduce our carbon footprint through the use of virtualization technology and power-efficient computing platforms. UNU has implemented an enterprise resource planning (ERP) system that runs in a PeopleSoft environment. Referred to as ATLAS, the system is in use by a number of UN partner agencies.
We are looking for a high-energy, talented professional who can successfully combine his/her expertise in PeopleSoft with the business acumen and project management skills necessary to drive business process improvement and innovation across UNU. In addition, the ideal candidate should be keen to take on challenges with the desire to explore and extend new skills and technologies, and will have strong ethics and communication skills to work in a multicultural, international environment.

Responsibilities

Under the guidance and direct supervision of Chief of ICT and Campus Computing Centre, the incumbent will work closely with the UNU C3 team and the UNU business users as well as the United Nations Development Programme and the United Nations International Computing Centre teams, which manage shared support activities on behalf of the ATLAS partner UN entities. Key responsibilities include the following:
  • Identify, document and manage business requirements;
  • Produce comprehensive specifications that provide functional direction and recommendations;
  • Develop detailed project plans from appropriately specified requirements, and identify critical paths, task dependencies, and major milestones;
  • Facilitate and assist key stakeholders in determining the project scope, and develop the project plan including, but not limited to, business requirements, resource requirements, work breakdown structure, task lists costs, timeframe, constraints, milestones, and deliverables;
  • Prepare system design configuration documentation reports (including specifications), an issues log, test plans, training plans, and an activation plan/go live checklist;
  • Develop training methodologies and deliver user training materials;
  • Create/monitor the issues log and coordinate logistics associated with testing;
  • Work with internal customers to review, analyse and evaluate business systems to effectively define software requirements to meet the needs of our clients and their constituents;
  • Perform any other duties as may be assigned or required by the supervisor.

Required qualifications and experience

  • BS degree (or equivalent) in Finance, Accounting, Business Administration or a related field;
  • At least ten (10) years of relevant work experience which includes at least two (2) years of PeopleSoft lead experience with financials and/or supply chain;
  • Strong working knowledge of PeopleSoft FSCM core applications including GL, AP, AR, and PO. Experience with AR, commitment control, treasury, grants, contracts and billing is a plus;
  • Extensive exposure in the financial/banking industry which includes familiarity with financial standards like IFRS, GAAP & IPSAS;
  • At least two complete and successful large-scale PeopleSoft Financials implementations in versions 8.8 or higher is an asset;
  • Solid knowledge of standard analysis techniques such as functional decomposition analysis, workflow analysis, use cases and user stories;
  • Good command of key software product development concepts, including SDLC, user group meeting facilitation, project management, quality assurance, and software version control;
  • Experience leading at least two large-scale projects (large budgets and 10+ resources) to successful completion is a plus;
  • Familiarity with Microsoft Project, Microsoft Project Server or other Project Management Tools;
  • PMP or PRINCE Certification is desirable;
  • Consulting experience with Big 4 or an international consulting organization is preferred;
  • Exceptional communication skills with fluency in both oral and written English. Working knowledge of other United Nations official language would be advantageous;
  • Good team player with strong interpersonal skills demonstrated by the ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

Remuneration 

Remuneration will commensurate with qualifications and experience.

Duration of contract

This is a full-time employment on a one (1) year Personnel Service Agreement (PSA) contract with UNU, with the possibility for renewal subject to requirements and excellent work performance.
The successful candidate will be employed under UNU’s Personnel Service Agreement (PSA) and will not hold international civil servant status nor be a “staff member” as defined in the United Nations Staff Rules and Regulations.
