Summary
The Food Security -Chief of Party (COP) provides overall management leadership, technical guidance, and support for the MYAP food security programs at the country level, including managing the response to food and nutrition related emergencies.   Of particular importance is the integration of long term, sustainable interventions with the aim of reversing chronic food insecurity.  The - COP is accountable for both the quality of programs in the portfolio and for the effective financial and operational management thereof. S/he will serve as the management leader and coordinator of a team of agricultural, MCH, HIVIAIDS and commodity staff. The -COP will also serve as the primary field liaison with district host government representatives, donors, partner agencies and local institutions and communities. S/he will be expected to play a pivotal role in the development of future funding proposals.

Responsibilities
  • Oversee the development and successful implementation of work plans for all ongoing projects; and ensure timely start-up of new programs as they come on line.
  • Ensure the smooth running of all food security activities,  including international  and national commodity management and logistics.
  • Work closely with the M&E Advisor to develop appropriate monitoring and evaluation plans and the Agriculture and Health Coordinators to ensure technical program objectives are met.
  • Ensure compliance with all grant provisions, and timely fulfillment of all project programmatic reporting requirements.
  • Oversee timely expenditure of approved budgets, avoiding both under spending and overspending on grant line items
  • Maintain good working relationships with officials, particularly those within the ministries of agriculture and health.
  • Represent SC externally with USAID and Food for Peace and maintain good working relationships with the international and local NGO community, with community leadership structures and community-based organizations, and with visiting donor teams and other key contacts. 
Requirements
  • 7-10 years progressively advanced management experience in field based food security and emergency programming.
  • Experience in managing large field programs with multiple local and international partners, with expertise  in scaling  up programs  in complex  environments,  including  demonstrated  skills  in strategic planning, management, and budgeting
  • Familiarity with USAID regulations and policies, especially Food for Peace guidelines and Regulation 211 managing US commodities.
  • Demonstrated skills in leadership and supervision, with an ability to develop a common vision among partners and lead and be a member of multi-disciplinary teams
  • Proven ability in promoting and collaborating closely with multi-level stakeholders
  • Creative problem solving skills with ability to work effectively in resource constrained and complex environment.
  • Strong analytical skills and excellent oral and written communication skills
  • Excellent  interpersonal  skills  and  demonstrated  ability to  lead  and work  effectively  in team situations
  • Sense of humor and ability to deal with ambiguity
