Job Purpose:

Lead a team of professionals in the development, planning, and execution of activities of the Central Asia Regional Economic Cooperation (CAREC) Program, thereby enhancing the quality of regional cooperation in the priority areas of transport, energy, trade facilitation, trade policy, the CAREC Institute, and other second tier priority areas.



Work closely with the various relevant departments, the Regional Cooperation and Integration Community of Practice (RCI COP), Office of Regional Economic Integration (OREI), Regional and Sustainable Development Department (RSDD), Economics and Research Department (ERD), Asian Development Bank Institute (ADBI), and CWRD country directors to (i) support the CAREC Program; (ii) deepen the regional cooperation focus of the CWRD country partnership strategies, country operations business plans, etc; and (iii) enable delivery of high quality knowledge products.

Lead and supervise the provision of secretariat support to high level conferences, seminars, workshops and other activities.

Actively coordinate with other regional departments to enable inter-regional cooperation, such as with the Greater Mekong Subregion (GMS) and the South Asia Sub-Regional Economic Cooperation (SASEC) counterparts in ADB.

Collaborate with CAREC multilateral development partners [World Bank (WB), International Monetary Fund (IMF), Islamic Development Bank (IsDB), European Bank for Reconstruction and Development (EBRD) and United Nations Development Programme (UNDP)] and other relevant international organizations and donor agencies, to create synergies and leverage support for RCI.

Work within general policies, principles and goals, working directly with clients.
  
Expected Outcomes

a. Regional Cooperation
- Lead and manage the team of professionals of the CWRC’s CAREC Unit, as well as national consultants of the CAREC Secretariat in HQ and in CAREC member countries, to deliver effectively and efficiently the goals and objectives of the CAREC 2020 (the 10-year strategic framework endorsed by the 10th CAREC Ministerial Conference).
- By undertaking the identification of key issues and challenges in furtherance of strengthening regional cooperation, lead the design and organization of CAREC annual programs of engagements.
- Jointly with other CWRC/CWRD team leads, coordinate and/or lead the CAREC Program's support for cross-border transport agreement(s) and transport facilitation, economic corridor development, and the knowledge initiatives under the CAREC Institute.
- Strengthen relationships with 10 member countries and 5 multilateral development partners of the CAREC program, thereby ensuring their continued strong commitments.
- Actively seek partnerships with regional and non-regional think tanks/research and development organizations, to jointly carry out knowledge management programs of the CAREC Institute.
- Continue to strengthen the “CAREC” brand recognition by designing and implementing outreach programs and expanding the communications and external relations program .

b. Project Management
- Lead the identification, design, processing and administration of regional loan and technical assistance (RETA) projects, under the purview of the division.
- Provide regional cooperation and integration (RCI) assessments for and strengthen RCI focus of the (i) country partnership strategies (CPSs), (ii) country operations business plans (COBPs) and (iii) project/program loans.
- Lead the RCI classification exercise to ensure RCI projects are properly identified and classified in the system.
- Coordinate with sector divisions, country directors and SPD for identifying and proposing RCI projects for bank-wide ADF set-aside.
c. Stakeholder Coordination
- Lead the exchange of information with international, multilateral and bilateral agencies as well as counterparts in developing member countries (DMCs) on regional issues.
d. Staff Supervision
- Provide leadership and guidance in the design and implementation of work programs of CWRC CAREC Unit team members, CAREC national consultants in HQ and CAREC member countries.
- Create and lead multidisciplinary teams and ensure the overall quality of work.
- Manage the performance of teams and individuals, providing clear direction and regular monitoring and feedback on performance.
- Provide coaching and mentoring to teams and individuals and ensure their ongoing learning and development.

Educational Requirements:

Master’s degree or equivalent in economics, political science, public policy, public administration or related fields. University degree in economics, political science, public policy, public administration or related fields, combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree.

Relevant Experience And Other Requirements:

- Suitability to undertake the responsibilities mentioned above at the required level
- At least 10 years of relevant international professional experience in development planning and policy formulation, implementation and coordination, or related area as well as in project administration
- Proven leadership qualities
- Excellent oral and written communication skills in English
- International experience working in development in several countries and/or exposure to development projects in the Asian and Pacific region
