Senior Portfolio Management Specialist (Integrity) - Asian Development Bank - Manila, Philippines

Job Purpose:

Develop and implement risk management action plans for Central and West Asia Department operations to improve the Department’s portfolio performance. Lead the development and continuous improvement of policy, guidelines and practices for portfolio management and project administration, particularly related to procurement and anticorruption, to secure the desired impact of the Department’s operations on poverty reduction. Advise CWRD Regional Management Team (RMT) with regard to integrity related issues, in particular to detect and prevent fraudulent, corrupt and abusive practices.
Work within general policies, principles and goals working directly with clients.


Expected Outcomes


a. Strategy, Planning, and Advice
- Develop and implement risk management action plans for CWRD.
- Provide strategic framework for CWRD's anticorruption work.
- Contribute to discussions and review of relevant governance and corruption issues in country programming dialogue, including the Country Partnership Strategy (CPS) and Country Operations Business Planning (COBP) exercise.
- Serve as CWRD focal point for interdepartmental and policy-related discussions and reviews on integrity-related operational issues.
- Provide expert advice for mitigating and preventing integrity violations from occurring in all stages of CWRD projects and other CWRD activities.
b. Project Design and Portfolio Management
- Contribute to project design of individual projects considering fraud and corruption risks; and ensure inclusion of measures to prevent and detect fraudulent or corrupt practices.
- Undertake periodic reporting on the performance of departmental portfolio, following both ADB and CWRD performance monitoring system paying close attention to fraud and corruption-related risks.
- Participate in project processing missions, and advise counterpart agencies to manage and monitor financial and human resources effectively.
- Participate in project review missions to those high-risk projects, identify "red flags", and recommend mitigating measures.
- Spot review proposals, review executing agencies’ bid evaluation reports (BER), assist project teams in drafting procurement committee (PC) papers, and provide guidance and advice for identification of potential corruption-related issues, and recommend resolutions.
- Develop a system to track parties of concern to prevent repeat appearance across different sectors, countries or projects.
- Participate in country portfolio review missions led by relevant resident missions (RMs), identify potential corruption-related issues, and recommend resolutions.
- Undertake the required measures to facilitate implementation of high-risk projects and resolve implementation problems.

c. Integrity Management and Coordination
- Act as departmental focal point to report to OAI any allegations or evidence of corruption that CWRD receives or encounters.
- Assist project and country teams to minimize fraud and corruption risks in ADB-financed or ADB-supported activities and in Resident Missions.
- Monitor and report CWRD implementation progress of recommendations in OAI investigation reports, and establish CWRD data system capturing OAI investigation cases and status.
d. Capacity Building
- Advise or provide training/briefing to CWRD staff, make presentations, and facilitate meetings to foster an understanding of ADB's Anticorruption Policy requirements, and best practices.
- Provide advisory services to CWRD staff in relation to potential exposures to fraud, corruption, and other inappropriate practices.
- Develop and deliver effective outreach and training programs by applying lessons learned from investigations.
- Assist project and country teams in strengthening due diligence activities.
- Support the strengthening of institutional awareness at the contractor and project level, to minimize risk of poor performance, fraud and corruption.
e. Staff Supervision
- Provide leadership and support to reporting staff.
- Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
- Ensure the on-going learning and development of reporting staff.

Educational Requirements:

Master's Degree, or equivalent in Business Administration, Accounting, Finance, Law, International Development or related fields, with professional qualification such as Certified Fraud Examiner (CFE), or Certified Public Accountant (CPA).University degree, in Business Administration, Accounting, Finance, Law, International Development or related fields combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree.

Relevant Experience And Other Requirements:

- Suitability to undertake the responsibilities mentioned above at the required level.
- At least 10 years of relevant professional work experience demonstrating progression of responsibilities, including administrative investigation; forensic accounting; financial or performance auditing; financial analysis; financial accounting; criminal or law enforcement; economic analysis, project management or other fields that demonstrate application of analytical skills with sound judgment.
- Established reputation for integrity, sound judgment, fairness, and discretion.
- Ability to perform under pressure and interact with others with the utmost diplomatic and professional manner at all times.
- Ability to balance multiple work priorities effectively and adapt priorities in an environment.
- Demonstrated teamwork (ability to work with others to achieve more effective results), leadership (apply interpersonal influence to inspire others to move in a meaningful direction with competence and commitment), and conceptualization (developing viable solutions based on an understanding of institutional perspective and needs) skills.
- Excellent oral and written communication skills in English, including the ability to clearly and concisely prepare, present, discuss and defend issues, findings, and recommendations at senior levels and to produce complex and compelling briefs, reports, papers, etc.
- International field experience working in several developing countries.
