Context:
Under the direct supervision of the Chief of Mission (CoM), and in coordination with relevant units at Headquarters (HQ), the Administrative Centres in Manila and Panama and the Regional Office for the Middle East and North Africa in Cairo, the successful candidate will be responsible and accountable for managing the budgetary, financial, human resources and administrative functions of the Mission.

Core Functions / Responsibilities:
1. Monitor and oversee the financial management for all activities in the Mission including the oversight of financial expenditure and accountability; undertake financial analysis of projects in the Mission.
2. Coordinate the preparation of donor financial reports in accordance with IOM regulations and established procedures.
3. Supervise management of the treasury by forecasting cash flows according to activities in the Mission and ensuring daily control of funds disbursed; ensure funding is received in accordance with donor agreements.
4. Prepare annual budget for the Mission, oversee budget control process and analyze variances between budget and actual expenditures. Work with project coordinators in the preparation of budgets for new programmes/ projects.
5. Inspect payroll versus budgets, ensuring that salaries are correctly allocated to projects consistent with IOM's projectization criteria.

6. Produce permanent instructions and procedures to complement or to adapt the general instructions of IOM, taking into consideration the volume of activities, staffing and the constraints and specific needs of the Mission, namely in the areas of general administration, finance and human resources.
7. Conduct at least bi-monthly visits to the IOM Iraq hub offices in Baghdad and Basrah and provide recommendations to the Head of Regional Hubs (HoRH) on strengthening of Resource Management at hub level.
8. Assist CoM in managing the human resources function and make recommendations on recruitment, retention, promotion, and separation of local staff. Interpret and apply HR policies, rules and regulations and make recommendations for resolving difficult or sensitive cases.
9. Provide recommendations on HR strategic policy in support of mission strategic plans, making sure that staff capacities are responsive or developed according to programmatic needs.
10. Supervise and train staff on IOM's administrative/financial policies and procedures; evaluate regular financial reports and take action to resolve anomalies and unusual trends.
11. Ensure mission’s staff evaluation on their capacity and making available for them learning opportunity based on their need and encouraging to peruse these opportunities.
12. Liaise with relevant units at HQ, Manila Administrative Centre (MAC)/ Panama Administrative Centre (PAC), as well as relevant external counterparts with regard to the financial and administrative activities of the Mission; report regularly on the financial situation of the Mission and provide other information as necessary.



13. Support and offer guidance to other units (programmes and sub-offices) on matters related to IOM administrative issues, local institutions and regulations and human resources problems with a view to increasing their effectiveness.
14. Provide direct supervision and advise programme finance unit. The programme finance unit receives direct supervision and technical support from RMO to assist colleagues on managing Joint Operations Cell (JOC) portal entries as well as coordinate review and assignment of activity grants.
15. Perform such other duties as may be assigned.

Desirable Qualifications and Experience
a) completed advanced university degree from an accredited academic institution, preferably in Accounting or Business Administration, with a professional certification as


chartered accountant or certified public accountant; b) five years of professional experience (or seven years of experience for candidates holding a first level university degree) in finance, accounting, budgeting and business administration good knowledge of human resources management; c) experience in liaising with governmental and diplomatic authorities as well as with international institutions knowledge of IPSAS and SAP highly desirable; d) knowledge of IOM accounting systems, software and procedures a distinct advantage.

Languages
Thorough knowledge of English. Working knowledge of other IOM official languages as well as Arabic an advantage.
NOTE:
1. The tenure of contract of staff members holding a regular contract will remain unchanged.
