Location: Kabul, Afghanistan
 
Starting Salary:  Salary range is commensurate with education and experience.
 
Project Duration: 06/30/2011 to 06/29/2014
Period of Performance: 10/1/2012 – 02/28/2013 (with option to renew appointment based on satisfactory job performance and continued funding until 6/29/2014)
 
The Center for Social Studies and International Education (CSSIE) at Indiana University seeks a Visiting Project Director for the Indiana University/ Kabul University Master’s in TESOL Project. The IU/KEU Masters in TESOL Partnership is a collaborative project between Kabul Education University (KEU), Indiana University (IU), the American University of Afghanistan (AUAF), and the Educational Support Organization (ESO), an Afghan non-governmental organization, to create and implement the first English-medium graduate degree program for public universities in Afghanistan. The partnership is designed to assist KEU in developing a high quality, practice-based, sustainable Masters’ of Education degree program in Teaching English to Speakers of Other Languages (M.Ed. TESOL). The 40-credit hour program includes a minor in service learning to encourage community-based learning opportunities, and the program seeks to raise the level of English teachers in Afghanistan through a focus on practice, experiential learning, inquiry, and project-based learning.
 
Reporting & Supervision: 
The Project Director reports to Indiana University’s Center for Social Studies and International Education. The Project Director supervises International and Afghan faculty members, as well as technical and administrative staff employed through two partners, American University of Afghanistan (AUAF) and Educational Support Organization.  
 
Primary Responsibilities:
The Project Director (PD) will work with project staff and stakeholders on the development and implementation of an Afghanistan-based TESOL program at Kabul Education University; refinement and implementation of curriculum; and specialized training in TESOL subject matter content, Academic Literacy, instructional strategies, and academic advising. Specific activities include:
·         Ensure ongoing programmatic excellence, rigorous program evaluation, and consistent quality of program administration.
·         Build and maintain effective relationships between program leadership, KEU administration, faculty, staff, and students.
·         Provide strong leadership for the international faculty mentors and Afghan faculty to create a strong, well-articulated curriculum.
·         Manage project staff. Management responsibilities planning and delegating work effectively; communicating and monitoring performance expectations.
·         Work closely with project evaluators to facilitate monitoring and evaluation plan and make necessary changes in response to issues identified through the evaluation process.
·         Identify areas for staff development and design and implement professional development workshops for M.Ed. TESOL Faculty.
·         Conduct regular classroom observations and lead faculty and staff meetings.
·         Collaborate with Kabul Education University leadership to transition program from USG funding to a sustainable and Afghan led project.
·         Coordinate program activities according to the approved project work plan and in consultation with US-PAS-KABUL and key stakeholders.
·         Draft and submit all quarterly and annual performance reports.
·         Provide regular updates to US Embassy Kabul’s English Language Officer and Public Affairs Section representatives, IU PIs, and project managers.
 
Additional Duties and Responsibilities
The Project Director may be expected to take on additional tasks as deemed necessary by IU’s Principal Investigator team, Ministry of Higher Education, US Embassy – Kabul, or Kabul Education University Chancellor.

Required Skills and Qualifications
  • Graduate degree in TESOL or related field;
  • Experience teaching in a TESOL or English master’s degree program.
  • Technical expertise in one or more of the project’s core technical areas (TESOL curriculum, assessment, or teacher education and training);
  • At least three years of experience working in higher education;
  • Demonstrated leadership in project management, monitoring, and evaluation;
  • Minimum of three years of international work experience;
  • Cultural sensitivity and understanding of diverse societies;
  • Excellent communication skills, including academic fluency in English;
  • Ability to manage a complex field program involving multiple stakeholders.
 
Desired Skills and Qualifications
  • Prior experience in leading or coordinating a master’s degree program (program area chair, department chair, dean).
  • On-the-ground experience in Afghanistan, Central or South Asia;
  • Previous work on U.S. government funded projects;
  • Local language skills (Dari or Pashto);
  • Experience in a conflict/post-conflict environments.
 
Working and Living Conditions
  • Secure residential compounds governed by strict security protocols;
  • Secure university office governed by Government of Islamic Republic of Afghanistan security protocols;
  • Restricted movement in Kabul and limited travel outside of Kabul;
  • Group housing with other expatriate staff, and staff working for American University of Afghanistan;
  • Unaccompanied post.
