The Operations Analyst primary role is to provide support to project management and operations.  The Operations Analyst will report to the Country Manager, with day-to-day guidance from the Senior Operations Officer based in Bangkok, and will be an integral member of the country team in the World Bank Office in Yangon.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2 year term appointment.

Duties and Accountabilities:
 Participates as a member of Bank missions, conducts independent discussions with client representatives on selected problems and issues identified by task managers.  Provides substantive support to operational missions; is involved in the day-to-day follow-up with Government officials following operational missions or meetings; provides translation (both written and verbal) as needs arise.
•    Contributes to specific operational activities at all stages of the project cycle, including participation in the design and development of specific project components, responsibility for costing, financing and disbursements aspects, drafting of implementation arrangements, co-financing coordination, project supervision, portfolio management activities, Implementation Completion Report  (ICR) preparation, etc.
•    Carries out substantive research and analytical tasks on a wide range of operational, country and sector issues, reviews and interprets information/data, identifies issues and recommends actions/solutions.
•    Interacts with country or task team members and the client in the implementation of the Interim Strategy (ISN);; reviews and screens relevant documents/reports for consistency with the Strategy.
•    Prepares briefing material on country program/sector and project issues and follows up on portfolio issues.
•    Is responsible for drafting sections of the package documentation and guiding clients in the preparation of the project operational manual.
•    Prepares, under guidance of more senior staff, complete reports to management or external agencies (e.g., minutes of Consultative Groups).

 Selection Criteria:
Master's Degree in Economics, Finance, Business Administration, Social Sciences or other field related to development, and typically two or more years of experience in a relevant Bank sector/disciplines (e.g. public sector management, financial analysis, etc.), or equivalent education/experience.
•    Solid theoretical base in a relevant discipline (e.g. economics, finance, business administration, social sciences, or other field related to development).
•    Seasoned knowledge of and experience in applying Bank operational processes and procedures, as well as a well- developed understanding of the work unit's strategy, objectives, work program, investment portfolio and of specific country and sector issues.
•    Advanced computer skills and full proficiency in the use of relevant software applications.
•    Proven analytical and problem-solving skills and proven ability to apply them in carrying out complex research and operational tasks, identifying issues, presenting findings/ recommendations and contributing to resolution of sector and country issues.
•    Ability to perform a broad range of portfolio management tasks in the work unit, e.g., monitoring the implementation of projects under execution; monitoring the progress of country strategy; regularly preparing and reviewing progress reports, identifying and following up on issues, participation in supervision missions, etc .
•    Ability to participate in pre-appraisal, appraisal and country focused missions, under the guidance of the mission leader and independently carry out assigned tasks.
•    Excellent written and spoken communication skills in English and Myanmar language
•    Capacity to work simultaneously on a variety of issues and tasks, independently adjusting to priorities and achieving results with agreed objectives and deadlines.
•    Strong interpersonal skills and ability to work effectively with internal/external partners and promote collaboration in a multi-cultural environment.
•    Proven ability to work in a team-oriented, multi-cultural environment, to perform effectively in meeting constantly changing business needs with competing activities and demands, and to effectively serve both as team leader and team member.
