1. BACKGROUND:
UNIDO’s industrial energy efficiency programme Improving energy efficiency in industry is one of the most cost-effective measures to help supply-constrained developing and emerging countries meet their increasing energy demand and loosen the link between economic growth and environmental degradation, such as climate change. The final goal of the UNIDO Industrial Energy Efficiency (IEE) Programme is to effect sustained energy management and efficiency practices in industry of developing countries and emerging economies in order to reduce the environmental pressure of economic growth while increasing productivity, helping to generate economic growth, creates jobs and alleviates poverty. UNIDO pursues such goal through projects aimed to deliver comprehensive capacity building at the institutional level, in the market and within enterprises especially for small and medium sized on energy management covering both energy efficiency and renewable energy. UNIDO projects provide also technical assistance to strengthen existing institutional, policy and regulatory frameworks through the development of policy programs, legislation and normative instruments that promote and support permanent integration of energy management and efficiency practices in industry management culture. In this project “Promoting Energy Efficiency and Renewable Energy in Selected MSME Clusters in India”, UNIDO is the executing agency of the Global Environment Facility (GEF) and the Bureau of Energy Efficiency (BEE) under the Ministry of Power, Government of India, is the executing partner.

Bureau of Energy Efficiency The mission of Bureau of Energy Efficiency (BEE) is to develop policy and strategies with a thrust on self- regulation and market principles, within the overall framework of the Energy Conservation Act (EC Act), 2001 with the primary objective of reducing energy intensity of the Indian economy. This will be achieved with active participation of all stakeholders, resulting in accelerated and sustained adoption of energy efficiency in all sectors. The setting up of Bureau of Energy Efficiency (BEE) provides a legal framework for energy efficiency initiatives in the country. The Act empowers the Central Government and in some instances the State Governments to: 1. Notify energy intensive industries, other establishments and commercial buildings as designated consumers. 2. Establish ad prescribe energy consumption norms and standards for designated consumers. 3. Direct designated consumers to designate or appoint certified energy manager in charge of activities for efficient use of energy and its conservation. 4. Get an energy audit conducted by an accredited energy auditor in the specified manner and intervals of time. 5. Furnish information with regard to energy consumed and action taken on the recommendation of the accredited energy auditor to the designated agency.
6. Comply with energy consumption norms and standards and if not so, to prepare and implement schemes for efficient use of energy and its conservation. 7. Prescribe energy conservation building codes for efficient use of energy and its conservation in commercial buildings State Governments to amend the energy conservation building codes to suit regional and local climatic conditions. 8. Direct owners or occupier of commercial buildings to comply with the provisions of energy conservation building codes. 9. Direct mandatory display of label on notified equipment and appliances. 10. Specify energy consumption standards for notified equipment and appliance. 11. Prohibit manufacture, sale, purchase and import of notified equipment and appliances not conforming to standards.
The Energy Conservation Act, 2001 defines the powers of the State Government to facilitate and enforce efficient use of energy and its conservation. The State Governments have to designate State Designated Agencies in consultation with the Bureau of Energy Efficiency to coordinate, regulate and enforce the provisions of the Act in the State. Thus the State Designated Agencies are the strategic partners for promotion of energy efficiency and its conservation in the country.

2. DUTIES AND RESPONSIBILITIES
The National Project Manager (PM) will have overall responsibility for the management and effective execution of the project, and the achievements of planned outputs and set objectives. The PM will be responsible for ensuring that all relevant partners and institutional stakeholders are kept involved and informed as appropriate, in order to ensure optimum cooperation. The PM will play a key role in all project activities. The PM will be responsible also for the management of the Project Management Unit (PMU) comprising of the PM, a full time project administrative assistant and other experts. There will be cluster leaders in 12 industrial clusters to support the PM in the implementation and management of activities at the cluster level.
With the technical and managerial supervision and support of the BEE & UNIDO’s Project Manager, periodic consultations with the Project Director or nominated high level official by the Project Director and guidance from the Steering Committee (SC) and ongoing dialogue with key project partners, the PM will be responsible for the daily management of the project to ensure that the project is effectively and smoothly implemented. Specifically, the PM is expected to carry out the duties and activities listed below under general supervision of the BEE & UNIDO’s Project Manager (PM) and guidance from the UNIDO India Regional Office:

Main Functions
1. Project management a. Lead, manage and coordinate the day-to-day operations of the project management unit (PMU), including administration, accounting and reporting; b. In close consultation with project execution partners, primarily the Bureau of Energy Efficiency (BEE), the Ministry of Micro, Small and Medium (MSME) and the Ministry of New and Renewable Energy (MNRE) and other project stakeholders including, lead the formation of the Steering Committee (SC), including definition of terms of reference and modus operandi; c. Act as Secretariat of the SC by convening regular meetings to report and review project implementation progress; d. In close consultation with project execution partners, primarily the BEE, and UNIDO PM, prepare detailed annual working plans with human resource and budget requirements; e. Monitor project activities execution against working plans’ milestones and outputs, and take prompt corrective actions whenever needed; f. Lead the preparation of national subcontracts’ terms of reference; identification of national subcontractors/ bidders and preparation of cost estimates and time schedules for providing services as required by the project; g. Lead the preparation of job descriptions for national consultants and assist in their recruitment process through advertisement, collection of applications and short-listing of candidates; h. Ensure timely delivery and quality of national subcontractors’ and experts’ outputs and deliverables; i. Coordinate activities of project execution partners, consultants and subcontractors including contract management, supervision of field operations, logistical support, review of technical outputs/ reports, assessment of project achievements and cost control;
All the above work to be carried out in consultation & approval of BEE and guidance from UNIDO. 2. Project execution a. Lead, supervise and assist in the identification, selection and training of local service providers (EE and RE product and service providers) for enhancing capacity in order to provide assistance and advice to MSMEs within industrial sub-sectors; b. Lead and supervise local industry associations for enhancing capacity to provide assistance and advice to MSMEs within clusters; c. Laise with co-financing partners for their contribution on the project activities; d. Lead the process of developing training materials on development of bankable project proposals and financing in close consultations with the BEE and financial institutions and trainings of experts from financial institutions/banks; e. Lead and supervise awareness programmes for enterprises on EE/RE technologies and assist in activities to publicize the Project and its training programmes and disseminate best operating practices; f. Lead, supervise and assist in the identification and selection of the national trainees for trainings on EE/RE technology basics and best operating practices;
g. Lead, conduct and supervise negotiations with partner enterprises for the development and implementation of the pilot EE and RE projects and document collaboration agreements; h. Supervise the organization of the training workshops for enterprises’ personnel and ensure that enterprises appoint the right staff to participate in the training; i. Supervise the process of establishing and enhancing cooperation and synergies within the project clusters including expansion of the project to affect new clusters; j. Lead and supervise the development of benchmarking system on cluster level energy usage; k. Prepare detailed report on policy framework for accelerated diffusion of EE/RE technologies; l. Prepare roadmap for strengthening both supply side and end-use energy efficiency;
3. Project reporting a. In line with UNIDO and GEF requirements and templates, prepare the following reports and documents: i. Quarterly progress and financial reports ii. Annual project implementation review reports iii. Biannual updates of detailed working plans for the following 6-month periods with relevant resources and budget requirements
b. Submit annual performance appraisal of the National Project Administrative Assistant and other Experts; c. Submit 1-page evaluation for experts recruited and services providers working for the project; d. Monitor continuously on the project activities execution, performance and track progress towards milestones as indicated in the M and E Plan in the CEO Endorsement Document and provide information on monitoring as required by the BEE & UNIDO’s Project Manager;
4. Project contingent activities a. Carry out ad-hoc activities that might become needed during project implementation; b. Carry out other activities related to the project as desired by BEE & UNIDO’s Project Manager;
In line with UNIDO and GEF requirements and templates, the PM will have to prepare and submit the following reports, documents and others as required: • Quarterly project progress and financial reports • Annual project implementation review reports • Biannual updates of detailed working plans for the following 6-month periods with relevant resources and budget requirements • Minutes of SC meetings
The PM will also have to submit quarterly and a final short summary of his/her in-country travels and main activities. All reports must be in English and as far as practical, submitted in electronic format.

Duration: 12 months with possibility of extension

Minimum Requirements
Education:
University - Master's degree or equivalent, Economics - Energy Economics or Physics or University - Master's degree or equivalent, Business and administration - Management or University - Master's degree or equivalent, Engineering
UNIDO Languages:
English (Fluent).

Computer skills:

Field of Expertise:
Environment (10 years and more), work experience in the implementation and management of Energy projects for industry. At least 10 years of experience in managing multi-disciplinary team of experts in thematic areas such as energy efficiency and renewable energy for MSMEs in different industrial clusters. Direct experience of working in industrial clusters would be an asset. Excellent knowledge and familiarity with the working of Indian government agencies and their process and rules. Good understanding of the Global Environment Facility (GEF) project cycle, operating principles, monitoring and reporting requirements, and experience and knowledge of UN procedures, rules and regulations will be an asset.
The PM is a national expert with proven competence in the area of energy efficiency and climate change. He/She shall have demonstrated experience in the execution and management of energy and greenhouse gases related projects involving dialogue with different stakeholders and supervision of several teams of technical experts. The PM has good leadership, oral communication and drafting skills, and willingness to work individually as well as part of a team.
