Organizational Setting
Under the direct supervision of the UNFPA Representative, the International Programme Coordinator plays a leadership role with the programme team in the UNFPA provincial office of Sind.  S/He ensures results based management of the provincial programme and projects, champions programme and operation integration at the provincial level, carries out research and data collection and facilitates the UNFPA Representative to conduct policy advocacy in the province.  S/He also establishes and maintains collaborative relationships with counterparts in government, multi-lateral and bi-lateral donor agencies and civil society to address emerging issues and to facilitate programme delivery.

Main Tasks & Responsibilties
Programme Coordination
- Coordinates the results based management of annual workplans in the province of Sind for the UNFPA 8th country programme (2013-2017);
- In collaboration with the country office humanitarian response team, plans, implements, monitors and reports UNFPA provincial response in the area of emergency RH and GBV;
- Substantively contributes to the implementation of the One Programme in Sind in the area of Population Development, Reproductive Health and Gender;

National Capacity Development
- Provides day-to-day technical support to the implementing partners, which include the government, civil societies and academic institutions in the thematic areas of population development, reproductive health, and gender;
- In the context of the UNFPA supported the 8th  Country Programme, recommends areas of population assistance on the basis of continuous review and analysis of demographic and socio-economic data and national population policies;
- Creates knowledge by evaluating on-going programmes and projects, documents lessons learned, best practices and replicable strategies and actively shares and applies this knowledge;

Partnerships and Advocacy
- Maintains a continuous flow of information with government and donors and pursues innovative ways to maintain and create new partnerships;
- Participates in the UN system joint initiatives in the province as part of One Programme II and takes a leading role in provision of technical and programme advice to the selected themactic groups as relevant;
- Uses data to facilitate policy dialogue at the provincial level for the integration of ICPD POA, especially in the areas of health and population;
- Contributes to the resource mobilization strategy by analyzing information on potential donors, and preparing substantive briefs and project proposals in line with donor priorities.

Resource Management
- Supports the Representative in the management of UNFPA human and financial resources in the province of Sind, with particular attention to ensuring systems of accountability as per UNFPA policies, rules and procedures;
- Implements and monitors the UNFPA accountability framework for the National Execution of the UNFPA 8th  country programme;
- Supervises provincial programme and administrative staff, providing them with managerial direction and motivation;
- Develops and guides an integrated and systems approach to the work of the provincial office;
- Communicates standards of performance, and assign responsibilities for achieving results according to the Country Office OMP and the PAD system;
- Establishes and maintains a harmonious working environment and seeks to strengthen team-building by encouraging active participation and interaction at all levels.

Qualifications and Experience          
• Advanced university degree  in public health, sociology, demography, gender, economics, international relations, international development, public administration, management or other related field
• Five years of progressively responsible professional experience in developmental work
• Substantive knowledge and practical experience in population and development, sexual and reproductive health, and gender programming;
• Strong results based management skills;
• Greater familiarity of programme quality assurance mechanisms and risk management;
• Relevant field experience in responding to disasters;
• Experience in UN joint programming process, particularly in the area of common country programming and Delivering as One is an asset;
• Proven strong coordination skills;
• Strong communications and writing skills in English;
• Field experience is a strong asset;
• Proficiency in current office software applications;
• Willingness to work in non-family duty station and high security risk environment.
• Fluency in English is required; working knowledge of another UN language desirable.

Compensation and Benefits
This position offers an attractive remuneration package commensurate with the level of the post.   The package includes a competitive net salary plus cost of living adjustment, housing allowance, home leave, health insurance and other benefits.
