Project Summary: 
MSI is implementing the Iraq Administrative Reform Project - Tarabot. The Tarabot project works to improve the functions of the Government of Iraq’s public institutions in order to improve services delivery processes through better governance and resource management approaches. It is scheduled to run through 2015.

The Administrative Decentralization (AD) component strengthens the ability of the provincial governments to take on increasing amounts of authority for the well-being of their citizens. The unit builds service delivery capacity through reformed procedures and modern operating systems.

Position Summary:
The Director will report to and act as senior assistant to the Deputy Chief of Party (DCOP) and technical lead for the AD component. In this capacity, the Director will have a comprehensive understanding of all technical and administrative activities of the unit. He/she will act in place of the DCOP when on leave or occupied with other project clients, briefing clients and counterparts alike. The Director will participate with the DCOP in client and counterpart meetings, provide technical input, assist with administrative functions and help coordinate Tarabot activities across components. This is a full time position based in Baghdad, Iraq, with an initial period of performance of one year.
Responsibilities:
• Assist the DCOP in carrying out his/her duties and responsibilities;
• Help direct, supervise and coordinate the work of component staff;
• Represent the DCOP when required and fully act for DCOP in their absence:
• Ensure that all plans, instructions and directions of the DCOP are properly observed,
disseminated and implemented;
• Provide input on consultant deliverables;
• Support development and implementation of the unit’s work plan;
• Perform other duties as directed by DCOP, COP and headquarters.

Qualifications:

• Technical experience in public administration, in an academic or development practitioner
environment;
• Minimum 6 years of directly relevant experience, preferably with a focus on public sector fiscal
management, procurement, project management or service improvement;
• Advanced degree, preferably in public administration or public policy;
• Willingness to live and work full-time in Baghdad, Iraq;
• USAID and Middle East experience required; Arabic strongly preferred.
