PURPOSE OF POSITION:

To lead, direct, develop and manage the implementation of all aspects of World Vision's ministry in Singapore, provide leadership toward the achievement of the organization's strategic goals and objectives, serve as an effective member of the World Vision International Partnership, and ensure there is ministry impact of the highest, cost effective quality and accountability according to the relevant policies, protocols and standards of World Vision International.


KEY RESPONSIBILITIES:

      Strategy & Planning:
    • Ensure that entity functions in a complementary, cohesive manner where the principles of interdependence and twin citizenship guide the contribution made to the Partnership and the use of resources drawn from the Partnership
    • Uphold, promote, follow and apply the WV Core Values, Vision and Mission Statements and Covenant of Partnership in all aspects of WV's ministry.
    • Represent WV as an international Partnership of Christians to national government representatives, ministry partners, churches, non-government organizations, media, donors and community leaders and maintain productive relationships with these people and be the WV representative and spokesperson to all publics, including local and international media.
    • Develop and implement the country strategy, annual operating plans and budgets to ensure that they are in accordance with WV policies and protocols. In particular, be committed to holistic and integrated ministry as an expression of Christian witness and the power of the gospel in transformation.
    • Develop and monitor an effective marketing-oriented communications strategy and plan that produces a growing funding base for WVI ministry.
    • Direct, manage and develop staff, including hiring, orientation, training and evaluation to ensure ministry impact of the highest, cost effective quality, accountability and integrity.
    • Ensure gender and ethnic diversity at all levels according to relevant policies and guidelines
    • Ensure that staff security, child protection, risk management and stress and trauma management protocols and procedures are developed and monitored as appropriate.
    • Ensure a relevant, timely and accurate flow of management and operational reports for the implementation of effective ministry to meet reporting standards of the GC as specified in the Covenant of Partnership.
    • Exercise good stewardship over all resources - cash, GIK - by maintaining financial control, procedures and records according to accountability standards required by WVI, WV Singapore Advisory Council and donors.
    • Ensure proper management and reporting systems are established in WV Singapore in accordance with WV policy and procedures and relevant local laws and regulations. Advise staff on WV Singapore management practices, environment and systems.
    • Support an effective WV Singapore Advisory Council to fulfil its governance responsibilities through an Advisory Council development strategy and plan.

      Relationship Management:
    • Ensure that a productive and effective relationship is maintained with WVI President's Representative and the WVS Advisory Council. Support the Advisory Council in developing the Board of Reference.

      Leadership Management:
    • Provide performance - based leadership that builds and motivates effective teams to achieve the complex scope of WV's ministry and ensure accountability through appropriate performance management.
    • Model a high standard of personal Christian leadership, maturity and integrity as an example to staff and to commend WV to various publics.
    • Ensure that the spiritual formation for staff with regular worship, prayer and biblical reflection that leads to transformational ministry and spiritually active staff.
    • Contribute to the Partnership both funding and staff, through providing local generated funds and national staff to international activities and programmes, according to agreed practice.
    • Ensure that all integrated audits and Peer Review reports and recommendations are reviewed and relevant action taken to ensure impact and accountability standards are met.
    • Visit WV projects frequently to encourage, advise, build relationships, evaluate and inspect WV Singapore - funded and other projects.
    • Perform other duties as required
    • Attend and participate in weekly chapel services and daily devotional meetings


KNOWLEDGE, SKILLS & ABILITIES:

      REQUIRED:
    • Requires a university degree or the equivalent, fluency in English and knowledge of Mandarin.
    • Requires significant management experience where there is evidence of both responsibility and accountability including at least five years experiences in corporate marketing, communication, advertising or media.
    • Must have management skills and experience; good knowledge of Singapore's culture and ability to communicate cross-culturally.
    • Requires knowledge of and commitment to World Vision, its history, objectives, ministries and systems and its ethos, Vision and Mission Statements and Core Values.
    • Requires good interpersonal skills and ability to build personal and team-based relationships with staff, donors and leaders at all levels. Must have good communications skills, both verbal and written as well as negotiation, conflict resolution and administrative skills.
    • Requires ability to create an environment of innovation and entrepreneurship; a commitment to learning including professional and spiritual growth.
    • A university degree in international development or related transferable field of study required
    • Additional qualifications in business studies will be a plus

      PREFERRED:
    • A minimum of 5 years experience in a leadership or management role or approximately 5 - 8 years experience working in Asia preferred
    • Excellent communication skills writing and editing concise; clear letters, reports, articles or e-mails
    • Strategic thinking, decision making analyses and problem solving abilities
    • Strong analytical and critical thinking skills to identify problems and develop innovative solutions
    • Good interpersonal negotiation and administrative skills. Treating others with respect regardless of position or function. Good listener
    • Ability to deal with others in order to reach an agreement or solution e.g consensus building
    • Able to maintain a good rapport and cooperative working relationship with Partnership stakeholders regional and national leaders
    • Proven skills in working effectively cross culturally
    • Skill at negotiating with various personalities and developing internal and external network of contacts
